Job Title: Commercial Procurement Business Partner

The Commercial Procurement Business Partner will be responsible for managing their category, aggregating spend under centrally-negotiated agreements, and delivering savings for the category. This role will also involve managing and improving the procurement life-cycle of existing category agreements and suppliers, ensuring compliance with Commercial policies, processes, and procedures.

Key Responsibilities:
  • Develop and implement the commercial category strategy, agreeing it with the Head of Commercial and internal customer departments/stakeholders.
  • Identify areas to be addressed within the commercial category, including sourcing activities that generate benefits and achieve financial savings targets.
  • Complete analysis of commercial spend and supply base to establish suppliers per commercial category and subcategory.
  • Develop savings opportunities and benchmark industry standards and practices to identify quick win opportunities.
  • Manage and develop supplier relationships and ongoing negotiations, using leading practice commercial tools to deliver breakthrough performance in cost, service, and quality.
  • Maximise the use of the Constabulary's funds by identifying best practice and leveraging spend for the commercial category and subcategories.
  • Participate in negotiation of contractual agreements with suppliers to ensure service, quality, added value, total cost, security of supply, and deployment of suppliers' capabilities are secured.
  • Manage contracts, including charges and contract change notices, and maximise benefit of contracts in line with best practice.
  • Supervise staff within your category, including allocation of workloads, training, monitoring of performance, and determining work priorities.
  • Identify key stakeholders at Department level and establish communication plan, including stakeholder forums for key areas of spend.
  • Assist in the development of the Constabulary's commercial strategy by identifying nuances within the category.
  • Produce reports for Senior Managers on a range of commercial related activities, documenting processes, procedures, and decisions.

  • Strong commercial acumen and procurement experience.
  • Ability to develop and implement commercial category strategies.
  • Excellent communication and negotiation skills.
  • Ability to manage and develop supplier relationships.
  • Strong analytical and problem-solving skills.
  • Ability to work collaboratively with internal stakeholders.
