Job Summary

The Department for Business and Trade is seeking a highly skilled and experienced professional to lead its Financial Accounting and Control team. As the Head of Financial Accounting and Reporting, you will be responsible for ensuring the accuracy and timeliness of the department's financial accounts, as well as providing expert advice on financial management and control.

Key Responsibilities
  • Lead the Financial Accounting and Control team in the production of high-quality financial accounts and reports.
  • Develop and implement effective financial management and control procedures to ensure the department's financial resources are used efficiently and effectively.
  • Provide expert advice to senior officials on financial matters, including accounting and reporting issues.
  • Build and maintain strong relationships with finance leads across the department and other stakeholders to ensure effective collaboration and communication.
  • Champion the importance of value for money and strong financial management, insight, and stewardship of public funds.
  • Lead on the production of financial information, including commissioning and collating information required for the preparation of the accounts.
  • Play a key role in developing and maintaining the relationship with the National Audit Office, ensuring a good working relationship, excellent communications, and delivery of on-time and accurate financial and other information.
  • Support the Financial Controller as a trusted advisor for finance matters in the department.
  • Build a trusted relationship with the Finance member of the DBT Audit and Risk Assurance Committee, who leads on Financial Statements.
  • Work alongside finance colleagues in the department to ensure that best practice is implemented across the unit and ensuring that all known technical accounting issues are dealt with in a timely and planned manner.
  • Build an in-depth knowledge of the areas of the Department for which you are responsible, understanding the financial and performance drivers, risks, opportunities, and issues.
  • Support senior stakeholders to achieve the Department's target of pre-recess delivery of accounts, motivating, prioritizing, and managing priorities, objectives, and expectations.
  • Champion a culture of collaboration and improving financial capability and understanding across business areas.
  • Lead and develop a team of finance professionals.
Requirements

  • Show evidence of delivering at pace under challenging circumstances.
  • Demonstrate evidence of success in understanding and using accounting standards and government accounting regulations (for example IFRS, FReM, and Managing Public Money).
  • Demonstrate impeccable professional and ethical standards.
  • Be a CCAB, CIMA, or equivalent qualified chartered accountant.

They will have a broad skill base with strong financial government accounting experience, and a proven ability to think deeply and strategically about a wide range of problems coming up with innovative solutions. Applicants will also demonstrate the ability to work across organisational boundaries with a variety of stakeholders to achieve outcomes utilising strong communication skills, including the ability to convey complex financial performance and management information to senior decision makers, advise on associated risks and pressures to specialist and non-specialist audiences, thereby influencing the decision making of senior management.
