Commercial Land Management Services

Assisting Senior Surveyors in all facets of land and property management:

  • Collaborating with military leaders to deliver professional advice that enables military outputs, while working with internal and external stakeholders such as environmental agencies, property developers, local authorities, and the public.
  • Conducting due diligence in land and property management to identify, mitigate, and manage risks on MOD land.
  • Managing agreements including landlord-tenant relationships, rent assessments, lease renewals, and negotiations for lettings and hirings.
  • Engaging with agricultural tenants to provide guidance on farming practices that assist MOD in achieving operational and sustainability goals.
  • Negotiating and granting occupation agreements (leases, licenses, wayleaves, and easements) for various uses.
  • Facilitating the acquisition and negotiation of new hirings to meet military needs.
Acquisition and Disposal Management

Assisting Senior Surveyors in all aspects of acquisition and disposal:
  • Managing disposal projects from initiation to completion.
  • Collaborating with technical teams to secure optimal planning and disposal strategies.
  • Maintaining effective communication with customers and stakeholders.
DIO Business Area Estates

The Defence estate represents one of the largest landholdings in the UK, encompassing approximately 1.8% of the UK land area (over 200,000 hectares). This is complemented by a significant Defence presence internationally.

The Estates team operates within the DIO (part of the UK Ministry of Defence), addressing infrastructure needs across a prominent Public Estate. We acquire, manage, safeguard, and dispose of Defence real estate. Our unique understanding of the Defence Estate enables our in-house property professionals to offer comprehensive advice to military clients.

Team Overview

Land Management Services (LMS) functions as an in-house consultancy team providing a complete range of surveying and estate management services to the MOD. This includes lettings, lease acquisitions, lease management, landlord-tenant relations, rent assessments, lease renewals, and general property-related advice to protect MOD interests. LMS also engages extensively with local authorities, government departments, and special interest groups, providing support and expert advice for parliamentary matters.

Acquisitions and Disposals (A&D) is the in-house Estates team responsible for the disposal of surplus MOD land and property to generate capital for reinvestment in the retained MOD estate. The team manages a substantial pipeline of sites for disposal, supporting major infrastructure initiatives. The team also acquires land and property for MOD projects as necessary.

Location

DIO Estates operates across various regions in the UK, including London, Southeast, Southwest, West Midlands, East of England, and Yorkshire and Humber. While advertised locations are available, other DIO locations may also be considered.

Our DIO Offices are distributed throughout the country, with primary locations in Andover, London, Wyton, Lichfield, and Catterick. Smaller DIO sites are also available across the country.

All locations will be evaluated to ensure that the successful candidate can meet the business and travel requirements of the role.

We offer flexible base locations for this role, aiming to designate one of our DIO Offices as the duty station. The role entails regional responsibilities, and the office location will be determined based on travel requirements. Work location will be finalized once the successful candidate is selected.

The successful candidate is expected to regularly attend their chosen office location, which will involve weekly attendance for face-to-face meetings and collaboration. The role will require regular travel to sites within the region and occasionally across the UK for meetings and site inspections. When traveling outside the base location for work purposes, access to flights, hire cars, rail tickets, and overnight accommodations will be provided. Candidates may also claim mileage for using their own vehicle for business travel.

Where business needs permit, some roles may allow for a combination of office and home-based work. This arrangement is non-contractual, with all office-based employees expected to spend a minimum of 60% of their working time in the office, subject to capacity and necessary workplace adjustments. Attendance at other locations for official business will also count towards this attendance requirement.

Candidate Profile

Essential Experience:

Relevant experience and knowledge at an appropriate level in General Estate, Rural Management, or Acquisition and Disposal of a diverse portfolio, including:
  • Stakeholder engagement
  • Landlord and Tenant relations
  • Rent and debt management
  • Estate utilization and rationalization
  • Property Transactions
  • Property Acquisition and Disposal
Desirable Experience:
  • Experience in a Defence environment
  • Proficiency in Microsoft Office
Desirable Qualifications:
  • RICS accredited Degree or equivalent qualification
Desirable Memberships:
  • Full membership of the Royal Institution of Chartered Surveyors (MRICS/FRICS)
  • Full membership of the Central Association of Agricultural Valuers (CAAV)
It is essential for this role that candidates possess Assoc RICS or full membership of RICS or are willing to obtain it within three years of joining. We understand that not everyone has had the opportunity to secure Assoc RICS/MRICS prior to application, and we will consider those currently working in an Estate Management role. If not already working towards Assoc RICS or full membership of RICS, we can support candidates in achieving a recognized professional qualification by funding fees and subscriptions, allowing time for study, providing mentoring, and funding additional professional development training to enable achievement of Assoc RICS or MRICS within three years of joining.

Licenses
Essential License: Full Driving License - Post holders will be required to travel to various sites regularly, some of which are not easily accessible by public transport.

External recruits who join the MOD and are new to the Civil Service will be subject to a probation period.
