Job Overview
The Health and Safety Executive (HSE) serves as the national authority for workplace health and safety in Britain. Our mission is to safeguard individuals and environments, promoting safer and healthier lifestyles for all.
Within our Operational Services Division, the Change Team is structured around three essential components: (i) Transformation Office, (ii) Programme & Project Management (PPM), and (iii) Change & Business Improvement (C&BI). The latter two components comprise practitioners who are assigned to various projects and programmes within HSE, each led by a Head of Change and supported by a Practice Lead.
The Business Analyst (Band 3) operates within the C&BI component, reporting to the C&BI Practice Lead or a Change and Business Improvement manager. This role involves collaboration with Digital, Data, and Technology professionals, as well as operational and subject matter experts from HSE divisions, to design, develop, and implement innovative operating models and digital services.
In the context of digital and transformation initiatives, our Business Analysts are responsible for articulating business and user requirements, designing and implementing new services, and documenting processes, organizational structures, and operational methodologies. They also play a crucial role in providing ongoing improvement support to HSE's operations.
As part of our expanding community of practice, you will have opportunities to enhance your skills and may occasionally mentor or oversee junior Business Analysts.
Flexible working hours are available for this position, with part-time applicants expected to commit to a minimum of 30 hours per week.
Job Responsibilities
As a Business Analyst, you will collaborate within multidisciplinary digital teams to identify and clarify user and business requirements, translating challenges into actionable specifications.
- Independently conduct business analysis activities, including performance baselining, demand assessment, impact and feasibility studies, scenario modeling, and benefits evaluation.
- Engage with stakeholders across the organization to comprehend their needs and expectations.
- Transform user and business requirements into user stories and functional/non-functional specifications to facilitate effective design, development, testing, and implementation of services.
- Work closely with digital and change management colleagues, including Product, delivery, service design, user research, project management, and change management teams.
Please note that travel to various HSE offices may be necessary based on business and project requirements.
Candidate Profile
Essential Skills and Qualifications:
- Proven experience in capturing user needs and requirements, along with documenting functional and non-functional specifications and user stories.
- Ability to analyze current processes and design future state workflows, processes, and user journeys.
- Strong stakeholder engagement and management skills, capable of adapting communication styles to diverse audiences.
- Experience in facilitating the implementation of new processes and technologies, supporting effective change management and business deployment activities.
- Familiarity with Agile delivery environments and relevant tools and methodologies.
- Proficient in Microsoft tools, including Excel, Visio, SharePoint, PowerPoint, and platforms such as Azure DevOps.
Qualifications:
BCS (formerly ISEB) Foundation in Business Analysis certification or equivalent experience demonstrating a comprehensive range of analysis activities.
