We are proud to be partnering with a Local Authority in Hertfordshire to appoint a highly skilled Asset and Property Services Manager on a permanent basis.
This is a full-time position with hybrid working (1/2 days home working) and a salary of £65,717 to £68,691 per annum.
Key Responsibilities:- Programme Management: Lead the management and delivery of a capital/planned investment programme for the council's property portfolio, aligning with the Asset Management Strategy.
- Team Leadership: Line manage a team of professionals, including Building Surveyors, Asbestos Surveyors, and Repairs Technicians.
- Strategy Development: Develop, write, and review strategies, procedures, and processes for key service areas, such as major/planned works, aids and adaptations, and damp and mould.
- Procurement Management: Manage the procurement of all aspects of a programme, covering works, consultancy, and legal services.
- Project Monitoring: Monitor and report on multi-discipline projects within a programme, including budgets and performance.
- Performance Analysis: Analyze complex performance information, identifying trends and implementing changes to address areas of weakness.
- Experience: Experience in preparing drawings, specifications, Bills of Quantities, schedules of rates, and tendering contracts.
- Project Management: Experience of procuring, managing, and delivering projects with a value in excess of £5m, including devolved budgets.
- Contract Management: Contract dispute and resolution experience, including various forms of contract.
- Programme Management: Excellent programme/project management skills and commercial awareness.
- Building Legislation: Building legislation knowledge, including Planning, Building regulations, CDM, Health & Safety Legislation, and Party Wall Act.
- Procurement Legislation: A strong knowledge and demonstrable experience of relevant EU procurement legislation.
