Position Overview

The NHS Greater Manchester Integrated Care Board is a pivotal entity within the healthcare landscape of England, dedicated to fostering a community where all individuals can thrive, from childhood through to later life, in a sustainable and equitable city-region.

Organizational Role

This role is integral to the Greater Manchester Integrated Care Partnership, comprising 12 distinct organizations that advocate for collaborative efforts aimed at empowering individuals to lead independent, active, and healthy lives, while enhancing the efficiency of the healthcare system for both the public and the professionals involved.

Key Responsibilities
  • Participate as a member of the unitary board, sharing accountability for resource planning and allocation to fulfill the core objectives of integrated care systems (ICSs).
  • Support the NHS in broader social and economic development initiatives.
  • Oversee the management of the GM Integrated Care budget.
  • Contribute to the Executive Team, influencing the organizational culture and performance standards.

Strategic Planning

Collaborate with the CEO, fellow board members, and community partners to develop and implement a comprehensive five-year plan for GM Integrated Care. This includes:

  • Interpreting and executing the NHS Long Term Plan and NICE quality standards.
  • Addressing elective recovery timelines and health disparities.
  • Meeting the objectives outlined in the NHS Long Term Plan.
Performance Oversight

The Chief Personnel Officer (CPO) will lead the oversight of workforce-related performance across NHS service providers within the ICS. Responsibilities include:

  • Identifying performance risks and issues related to workforce management.
  • Collaborating with relevant providers to devise effective solutions.
  • Addressing underperformance in partnership with the NHS GM Executive Team.
Qualifications

Applicants should possess:

  • Full membership of the Chartered Institute of Personnel and Development (CIPD) or an equivalent qualification in a relevant management and leadership field.
  • Experience in delivering large-scale digital and workforce transformations.
  • Proven ability to lead complex and sometimes contentious change initiatives.
