Job Overview

The primary objective of this role is to facilitate the oversight of the Property Infrastructure commercial land and property portfolio, ensuring the optimization of value and performance of built property assets in alignment with broader property program goals.

The successful candidates will take a leading role in managing, advising, and providing support on various property infrastructure-related initiatives concerning the management, acquisition/disposal, and development of the land and property portfolio. This encompasses interventions executed directly and in collaboration with other public and private sector partners, ensuring that the value and performance of the Welsh Government's property assets and their users are safeguarded while achieving wider policy objectives in a secure and legally compliant manner.

Roles as Property Management Surveyors will primarily concentrate on the management and leasing of the Property Infrastructure commercial land and property portfolio.

Detailed Responsibilities

  • Lead negotiations, implementation, and management of diverse property management projects, including acquisitions and disposals, while adhering to departmental objectives, governance frameworks, and relevant legislation.
  • Directly supervise Assistant Surveyors, managing workloads and providing professional guidance and mentorship to team members. Conduct performance evaluations and one-on-one meetings as necessary.
  • Represent the department in various internal and external liaison bodies, working groups, and partnerships, standing in for the Senior Property Manager when required, and offering specialized property insights to multidisciplinary project teams.
  • Prepare precise and well-structured project reports for review and approval by the Property Leadership Team.
  • Provide professional assistance to the Senior Property Manager on casework relevant to the role.
  • Assess and monitor property performance, delivering regular updates to line managers and stakeholders to identify and address any budgetary or financial discrepancies promptly.
  • Negotiate and proactively resolve legal, financial, and subsidy control challenges affecting projects.
  • Promote and facilitate collaboration in land and property initiatives across government and the broader public sector estate, offering professional knowledge and expertise.
  • Engage and manage technical and other property consultants as necessary.
  • Contribute to the development of budgets for capital and operational expenditures and oversee project finances.
  • Prepare and respond to Government Business and FOI requests in a timely manner, adhering to relevant policies and guidelines.
  • Undertake additional duties and responsibilities commensurate with the position and salary band.
  • Support the Facilities Management Contract Manager in overseeing service delivery to ensure excellence, utilizing KPIs and adhering to contract specifications while ensuring compliance with Health and Safety regulations.
  • Deliver a comprehensive property management service for a varied commercial property portfolio, ensuring compliance with Landlord and Tenant legislation.
  • Maximize funding sources, particularly through service charge calculations and utility recovery, implementing timely recharges.

Licenses Required

Full and valid UK driving license.
