Financial Services Manager

Service Care Solutions Ltd is seeking a highly skilled and experienced Account Management Lead to join our team.
Job PurposeThe successful candidate will be responsible for managing a team of staff within Financial Services to ensure the Council's revenue and capital resources are used effectively and efficiently.
Key Responsibilities- Financial Planning and Budgeting: Prepare and monitor complex revenue and capital budgets, including identifying and estimating cost pressures, and providing input to the Council's annual budget and medium-term financial plan.
- Budget Monitoring and Control: Monitor and control revenue and capital budgets, including providing input to section 151 and budget monitor reports.
- Directorate Cash Limits and Trading Targets: Maintain directorate cash limits and trading targets.
- Financial Record Keeping: Maintain accurate accounting records.
- Financial Systems and Controls: Ensure the Council's financial systems are operating effectively and maintain sound systems of internal financial control.
- External Financial Reporting: Understand and apply external financial reporting requirements as part of the production of the Council's statement of accounts.
- Efficiency and Transformation: Support efficiency and transformation work across the Council.
- Financial Analysis and Reporting: Produce and analyse detailed statistical and management information from a range of sources, and complete government returns and claims.
- Financial Advice and Support: Provide financial support and advice to directorates on preparing business plans and business cases.
- Financial Policy and Procedure Development: Develop, review, and implement financial policies and procedures.
- Relevant Qualification: Relevant CCAB qualification.
- Experience in Financial Planning and Budgeting: Experience of preparing and/or monitoring complex revenue budgets.
- Technical Knowledge and Experience: Experience of interpreting and correctly applying complex technical requirements, legislation, and/or grant conditions.
- Financial Presentation and Communication: Experience of presenting complex financial information in user-friendly formats.
- Financial Advice and Solutions: Experience of providing tailored financial advice and developing innovative solutions in line with client requirements.
- Management Experience: Management experience and experience of budget monitoring in a public sector organisation.
