Position Overview

We are seeking two experienced Procurement Leads to join our People & Professional Services (P&PS) and Corporate Services & Property (CS&P) Pre-Award teams within the Government Commercial Function (GCF). This role is pivotal in managing the commercial arrangements that encompass the organization’s significant annual external expenditure.

The GCF plays a crucial role in ensuring value for money while enhancing the quality of public services across the government. As the UK's tax and customs authority, our responsibilities include tax collection, benefit administration, and enforcement of the National Minimum Wage, all while supporting the UK’s border systems.

The P&PS and CS&P Pre-Award teams are responsible for the commercial delivery of various goods and services, ensuring optimal value across significant third-party spending areas such as Banking & Financial Services, HR, and Corporate Support Services.

In this role, you will collaborate closely with internal stakeholders to develop and implement procurement initiatives that align with the strategic objectives of the organization, managing everything from the commercial pipeline to contract execution.

The Pre-Award team has adopted a new operational model, leading to an increased demand for skilled procurement professionals. The successful candidates will have the opportunity to spearhead sourcing activities for high-risk, high-value requirements while overseeing medium and low-risk procurements through a dedicated team of Sourcing Specialists.

Our team has successfully delivered significant commercial solutions during challenging times, including Brexit and the Covid pandemic, and continues to support the tax infrastructure of the UK. Currently, we manage a robust pipeline of over 250 contracts, encompassing a diverse range of projects that align with the organization’s strategic goals and innovative initiatives in complex tax and fiscal policy areas.

Key Responsibilities

Your primary responsibilities will include:

  • Leading and mentoring team members while delivering comprehensive procurement strategies from development to contract award, ensuring compliance and innovative solutions that maximize value.
  • Strengthening relationships with both internal and external stakeholders to enhance collaboration.
  • Implementing the organization’s category strategy and associated sourcing strategies to improve commerciality and stakeholder engagement.
  • Utilizing your extensive procurement experience to deliver high-value, complex projects effectively.

  • Create procurement strategies and sourcing processes that align with organizational objectives.
  • Leverage specialized knowledge to devise innovative strategies and optimal market routes for desired commercial outcomes.
  • Identify and mitigate commercial risks within procurement strategies.
  • Ensure compliance in all activities and maintain accurate records within the e-Sourcing platform.
  • Support operational contract and supplier management teams.
  • Execute commercial processes consistently and compliantly while adding value to customers.
