As a pivotal member of the engineering team at Aspect Resources, a robust understanding of ETCS or related communication-based railway signalling is crucial, complemented by a proactive and adaptable mindset as the sector evolves and embraces innovative technologies aimed at delivering a more efficient, sustainable, and user-friendly railway system.

The responsibilities will encompass a diverse range of tasks, from proposing modifications to standards for enhanced delivery efficiency to collaborating with TCSF suppliers for the introduction of new products into the UK market.

We are seeking a Lead Project Engineer for our Industry Partnership Digital initiative. This role will oversee and direct the application of suitable engineering standards concerning design, development, and construction across all projects within the national programme, ensuring compliance with relevant legislation, Railway Group, and company standards.

The incumbent will be responsible for monitoring the engagement of suitably qualified and experienced personnel to manage engineering aspects across all projects within the functional discipline.


Key Responsibilities:


Establish systems and protocols to ensure a cost-effective, high-quality, and safe approach to design, construction, commissioning, and other technical activities on relevant projects.

Review applicable legislation and liaise with relevant governmental entities.


Supervise the competency of all Project Engineers involved in projects within the functional discipline, providing guidance, direction, and briefings as necessary.


Implement engineering controls and procedures across all projects, ensuring that all design and construction contracts reference appropriate Railway Group and Company standards pertinent to their discipline.


Utilize relevant techniques and procedures for both quantitative and qualitative risk assessment and HAZOP analysis across all projects, ensuring environmental considerations are managed in accordance with Environmental Policy.

Oversee all projects for adherence to Railway Group and Company standards and project control procedures.


Advise project and programme management regarding all construction activities, testing, commissioning, and site supervision. Ensure that design and construction elements comply with legislative requirements, including construction design management (CDM) regulations.


Assess the competency of contractors' design, construction, and specialist personnel.


Conduct reviews of design and construction activities.

Facilitate audits of contractors to verify that safety and quality standards in design, construction, testing, commissioning, and management systems are satisfactory.

Fulfill the responsibilities of a designated design and construction engineer.


Execute the duties of a designated project engineer (DPE).


Conduct accident investigations as assigned by the relevant designated competent person.



Essential Qualifications:
Extensive experience in engineering disciplines, ideally with a background in construction and design projects across multiple disciplines.

Technical qualifications at a minimum of HNC level or equivalent.

Membership in a relevant professional institution.

Experience in contracting.

Knowledge of structuring safety cases in support of projects.

Familiarity with safety management and quality assurance.

Understanding of the necessary arrangements for independent assessment of works.

Experience in accident investigation.

Desirable Qualifications:
Six Sigma Yellow Belt.

Chartered status or equivalent in the specific discipline.

Awareness of environmental considerations in engineering projects.
