Note: Pay Award Pending

This position is part of the Care Finance Assessment Team, which provides flexible working arrangements, including the option to work from home. However, the role requires visiting clients in their residences throughout the region. Attendance at the office for meetings and training sessions will also be necessary.

As one of the largest local authorities in England, Lancashire serves a diverse population of approximately 1.2 million residents. This role presents an excellent opportunity for a motivated individual to join our dynamic team as a Financial Assessment Specialist, focusing on financial reassessments for adults receiving care services.

The successful candidate will be responsible for conducting financial evaluations in accordance with national and local regulations to determine clients' contributions towards their social care services. Familiarity with the Care Act 2014 is beneficial, as it governs the financial assessment process. You will be expected to communicate clearly with clients regarding how their charges are calculated and perform welfare benefit assessments using the Department for Work & Pensions system, guiding individuals to access benefits for which they may be eligible.

Effective communication skills are essential, as you will need to demonstrate sensitivity and empathy during potentially challenging interactions with clients.

This role is designated as agile, with an administrative base at the office. The post holder will also participate in training sessions, team meetings, and other engagements across the region. A valid driving license and access to a vehicle for work-related duties are required, although exceptions may be made for candidates with disabilities.

Essential equipment, including laptops and portable printers, will be provided to facilitate the completion of financial assessments. As part of the application process, candidates must submit a supporting statement that illustrates how their skills and experiences align with the requirements outlined in the Person Specification and Role Profile. Without this evidence, the panel may not be able to shortlist candidates for an interview.

Key Responsibilities:

  • Conducting telephone or in-person home visits to perform social care financial assessments.
  • Ensuring all interactions are conducted respectfully, considering the diverse needs of clients.
  • Liaising with colleagues across various departments to address client inquiries and direct them to appropriate resources.
  • Meeting performance targets as set by management while independently managing workload.

Required Skills & Experience:

  • Significant administrative experience.
  • Experience working with vulnerable populations and in social care finance or welfare benefits assessment.
  • Previous experience in financial assessments is advantageous, though comprehensive training will be provided.
  • Knowledge of Department of Work and Pensions benefit entitlements is desirable.
  • Strong literacy and numeracy skills, with proficiency in handling numerical data.
  • Excellent written and verbal communication skills, including the ability to draft formal correspondence and maintain accurate records.
  • Ability to conduct assessments sensitively and supportively, utilizing technology effectively.
  • Capability to follow established procedures while contributing innovative ideas to enhance service delivery.

Additional Information:

This position is subject to the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975. Successful candidates will be required to undergo a Disclosure and Barring Service (DBS) check.

Benefits: Lancashire County Council offers a range of employee benefits, details of which can be found on the council's vacancies website.

Please ensure your supporting statement is uploaded as part of your application, as it is crucial for the shortlisting process.
