The Senior Buyer is accountable for establishing stable policies and managing procurement and retail operations to ensure effective and efficient service delivery. This role supports the mission of the Commonwealth by facilitating cost-effective procurement of complex and high-volume goods and services, adhering to the applicable laws and regulations.

Under limited supervision, the position involves performing advanced professional and administrative tasks within the Office of Procurement Services. Responsibilities include developing solicitations such as Invitations for Bids (IFBs) and Requests for Proposals (RFPs) funded by various sources. The Senior Buyer oversees the solicitation process, ensuring accuracy and compliance with procurement statutes, and assists with daily procurement transactions. The individual must exercise independent judgment and initiative, reporting to the Associate Director of Procurement Services and other designated leaders.

The role encompasses the procurement of goods and services while adhering to the specific legislation governing procurement for higher education institutions. The Senior Buyer also provides guidance to university staff on procurement policies and procedures.

Minimum Qualifications


• Proficient in writing and administering formal solicitations, including IFBs and RFPs, in accordance with public procurement laws and policies.

• In-depth knowledge of the Virginia Public Procurement Act (VPPA) and related regulations.

• Engages with the Board of Supervisors and Finance Committee to recommend contract awards.

• Skilled in negotiating and drafting contracts, collaborating with contract administration and legal departments for revisions.

• Communicates effectively with vendors, monitoring contract performance and managing modifications and renewals.

• Handles contract terminations and dispute resolutions, coordinating with relevant parties to achieve satisfactory outcomes.

• Manages contracts utilized by all departments for procurement of goods and services.

• Provides customer service and support to internal and external stakeholders as needed.

• Maintains electronic records of term contracts and renewals.

• Responsible for verifying and approving procurements within the designated electronic systems.

• Ensures compliance with the University Procurement Policy and Virginia Public Procurement Act.

• Assists in providing advisory services and training to university staff on purchasing policies.

• Oversees special procurement projects and resolves day-to-day operational issues, including budget preparation and procurement status reporting.

• Performs additional related duties as required.

• Demonstrates considerable knowledge of state and federal regulations related to procurement operations.

• Proficient in computer applications, including advanced Excel and Word functionalities.

• Ability to collaborate with external entities in a professional manner.

• Capable of researching and interpreting statutory and regulatory requirements related to procurement.

Additional Considerations:

Associates/Bachelor's Degree in business, procurement, or a related field.

- Four to five years of procurement experience in a public sector environment, or an equivalent combination of training and experience.

- Supervisory experience in procurement is preferred.

- Certification as a Certified Public Buyer (CPPB) or the ability to obtain within two years of employment.

- Virginia Contracting Officer (VCO) certification is preferred or the ability to obtain within one year of employment.
