Position Overview:

Contract Duration:
Assignments will be structured in blocks of up to 13 weeks, adhering to organizational policies.

Working Hours:
The standard workweek consists of 37 hours, Monday through Friday.

IR35 Status:
This position falls within the IR35 regulations.

Qualifications:
The ideal candidate will possess an HNC or degree in Civil Engineering or a related field, or have substantial relevant experience.

Essential Knowledge and Experience:
- Demonstrated success in leading the planning and execution of transport infrastructure projects.
- Extensive experience in program and project management with a strong delivery reputation.
- In-depth understanding of technical and contractual obligations associated with project development, construction, and maintenance.
- Proven experience in budget oversight, particularly within local government finance.
- Familiarity with engaging elected officials and aligning project outcomes with broader political goals.
- Strong negotiation skills and the ability to cultivate effective relationships with senior personnel across various organizations, including governmental bodies.
- Practical experience in negotiating with consultants and contractors.
- Ability to foster partnerships with other agencies to meet project objectives.
- Proven track record in financial and resource planning, ensuring value for money in contracts within a multidisciplinary financial context.
- Experience in contract procurement and management, particularly with NEC 3/4 frameworks.
- Knowledge of legislative and policy frameworks relevant to public sector highway projects.
- Experience in developing targeted strategies that drive performance improvements and value for money in projects.
- Proficiency in the latest project management software tools, including MS Project.
- Proven ability to engage and lead diverse stakeholder groups in delivering complex transport projects.
- Experience in managing and developing a skilled, multidisciplinary workforce, including performance monitoring.
- Ability to synthesize complex information and provide strategic reports on project progress to relevant boards or committees.
- Strong practical design experience and the ability to develop innovative design solutions.
- Familiarity with Health and Safety legislation and the Construction Design and Management Regulations (CDM).

Desirable Skills:
- Understanding of local government complexities and their implications.
- Knowledge of County Council policies, planning frameworks, and transport plans.
- Familiarity with County Council standing orders and financial regulations.
- Ability to utilize Computer Aided Design software.

Key Responsibilities:
- Provide leadership and support within the Project Delivery Highways Service team to ensure effective project delivery that enhances the transport infrastructure network.
- Offer expert advice on highway engineering, project management, procurement, community engagement, and infrastructure maintenance.
- Prepare detailed technical reports efficiently, ensuring clarity and stakeholder engagement regarding project details and timelines.
- Direct and manage project delivery to meet high-quality standards, ensuring adherence to budget and timeline targets.
