Are you passionate about shaping the environments we inhabit? The Office for Place is a newly formed non-departmental public entity dedicated to generating and disseminating insights, guidance, tools, and knowledge to foster the development and maintenance of aesthetically pleasing, sustainable, and widely accepted places. This initiative is rooted in the Building Better Building Beautiful Commission and the issuance of the National Design Guide and National Model Design Code, which assist local authorities and communities in determining what constitutes high-quality design in their regions.
As we embark on our start-up journey, we are looking to fill several positions across various fields. We anticipate that all selected candidates will demonstrate flexibility in their roles and acknowledge that job descriptions may evolve as the organization expands to its full potential.
The successful candidate will initially be employed by the Ministry for Housing Communities and Local Government (MHCLG) and will undergo a TUPE transfer in the latter half of 2024. The terms and conditions for the new organization will be confirmed but will not be less favorable than those of MHCLG.
Role Description
We seek a seasoned procurement, contract, and project manager to enhance the operations of the Office for Place. You will be the primary architect of the organization’s procurement strategy and policy, overseeing essential contracts and ensuring adherence to applicable laws and regulations. Your role will encompass a comprehensive range of organizational delivery, from grant allocations to local authorities, competitive tenders with design-focused organizations and academic institutions, to corporate service providers.
This position presents an exciting opportunity for an individual with commercial and project management expertise, eager to embrace additional leadership responsibilities and the challenge of instilling robust procurement practices within a newly established organization. In a compact organization during its start-up phase, you will appreciate the chance to work flexibly and engage in a diverse role that includes elements of facilities management, risk management, health and safety, and governance.
You will collaborate within a small corporate services team of five, reporting to the head of finance and working alongside the HR manager and governance manager.
Key Responsibilities:
- Formulating the organization’s procurement policy to ensure compliance with all relevant laws and regulations. As the sole procurement advisor, you will need to stay informed about legislative changes and adjust policies and practices accordingly.
- Providing support and guidance to delivery managers on procurement solutions that address business needs, including grant funding for public sector entities and competitive commercial tenders.
- Overseeing key commercial contracts and grant agreements, nurturing relationships with suppliers, and ensuring timely, budget-compliant, and quality delivery. This includes managing contracts for social research, event management, and delivery expertise, as well as assessing tender documents, preparing contracts, and maintaining accurate records.
- Administering corporate service contracts and service level agreements, including shared service arrangements for IT/digital and finance, as well as commercial solutions for human resource services and website development and maintenance. You will collaborate with senior finance and HR managers to effectively implement a new human resource and payroll service.
- Managing the organization’s lease and accommodation arrangements, which will involve overseeing lease negotiations and the transition from temporary to permanent office space.
- Establishing and maintaining project and information management systems throughout the organization. This includes advising delivery managers on project management best practices, maintaining project management information, and reporting risks to the Executive Team and board.
Candidate Profile
Essential Qualifications:
- Demonstrated experience in procurement and contract management, with knowledge of public sector procurement, commercial frameworks, and legal risks.
- Exceptional prioritization, planning, and organizational skills, with a proven ability to manage projects and deliver results on time and within budget.
- Strong communication skills, with a track record of building effective working relationships and being a collaborative team member.
- Effective problem-solving abilities and a commitment to continuous improvement. A proactive, positive attitude is essential.
- An affinity with the objectives of the Building Better, Building Beautiful Commission and a commitment to the aims and objectives of the Office for Place.
Desirable Qualifications:
- A CIPS qualification in commercial management or an equivalent professional qualification.
- Accreditation in the Contract Management Capability Programme or a willingness to pursue this.
- Experience in risk management.
