The Innovation Division plays a pivotal role in addressing one of the Department's foremost Ministerial priorities: enhancing the adoption of safe, ethical, and effective innovations within the health and care sector.

This newly established function aims to create a compelling vision for innovation, formulate a strategic approach to realize this vision, and ensure effective coordination for successful implementation. It will tackle cross-cutting innovation policy issues through its project team, foster a culture of innovation within the Department, and fulfill essential briefing requirements.

We seek to build a team of imaginative self-starters who excel at establishing trust and executing tasks efficiently.

As a key Ministerial priority, this role will provide substantial exposure to Ministers, the Department Board, and senior officials. Collaboration with the Department's broader policy teams and senior leaders from NHS England, NICE, MHRA, and HRA will be essential.

Role Responsibilities

We are looking for two Innovation Managers who are independent and creative thinkers to significantly contribute to the Department's innovation agenda and ensure its successful execution. Your responsibilities will include:

  • Defining Innovation Priorities: Collaborate with key stakeholders across DHSC and its Arm's Length Bodies to clarify the Department's innovation priorities and transform them into a practical and widely endorsed plan. Stay attuned to the broader context, utilizing relevant insights to enhance the system's innovation efforts and identify emerging trends. Provide well-founded recommendations for future initiatives based on evidence.
  • Coordinating System Efforts: Build and maintain networks to ensure alignment across the health and social care system with the Department's strategy. Oversee the mapping of innovation challenges to prioritize and delegate responsibilities for addressing gaps in government provision. Lead project management activities, developing project plans and tracking progress for reporting to senior officials and Ministers.
  • Addressing High-Priority Innovation Challenges: Lead critical projects that tackle the Department's most pressing innovation challenges, which may span multiple policy teams or require independent evaluation. This may involve assessing how the health and social care system can better capture value for commercial entities and align incentives to foster innovation adoption.
  • Fostering a Culture of Innovation: Encourage and nurture a culture of innovation and continuous improvement throughout the health and care system. Provide thought leadership and create platforms to stimulate innovative policy thinking across various departmental levels and teams.
  • Briefing Support: Oversee and assist in the completion of briefing commissions, including correspondence and parliamentary inquiries.

Person Specification

We expect candidates to:

  • Demonstrate problem-solving abilities while maintaining a focus on the broader context and respond positively to coaching for independent work.
  • Deliver precise and insightful work under time constraints.
  • Build a robust network of contacts across DHSC and its Arm's Length Bodies to support your initiatives.
  • Present findings confidently to senior officials in both written and verbal formats.

The two roles will be divided into a strategy team and a projects team, with all members expected to collaborate across the entire portfolio as needed. The strategy team will concentrate on defining innovation priorities, coordinating system efforts, and briefing, while the projects team will focus on cross-cutting innovation challenges and promoting a culture of innovation.

Key Skills and Experience Required

Essential:

  • Strategic problem-solving: Ability to dissect and resolve issues effectively, understanding complex information and presenting it clearly for project delivery.

Desirable:

  • Experience in program management and governance, particularly in managing Boards or Committees.
  • Understanding of how innovation, science, and technology can impact the health and care system.

Flexible Working Location

Your primary workplace will be your contractual location, typically in London or Leeds. DHSC offers non-contractual hybrid working, with a minimum expectation of 60% of your working time spent in the office to foster collaboration and support.
