About the Role

OCS Group is seeking a seasoned professional to lead our Talent, Learning, and Performance strategy within the UK and Ireland region. As the Head of Learning and Development, you will report directly to the Director of Resourcing and Talent Management and be responsible for designing, implementing, and overseeing comprehensive programs focused on colleague development, talent management, and enhancing colleague skills.

Main Responsibilities

  • Collaborate across the business to define and refine the learning and development strategy, ensuring alignment with the OCS Group's organizational strategy.
  • Identify emerging trends and best practices in learning and development to inform strategic decision-making.
  • Develop and implement high-impact learning programs and development initiatives catering to all employee levels and skill requirements.
  • Ensure seamless delivery of programs and services, including in-person workshops.
  • Own the OCS Group's Learning Management System (OCS Academy) and the digital learning experience for colleagues.
  • Monitor KPIs and metrics to assess the effectiveness and impact of learning initiatives and make data-driven improvements.
  • Ensure compliance with relevant regulatory requirements and industry standards in all learning and development activities.
  • Lead the senior leadership succession planning approach and personal development plan initiatives for all colleagues.
  • Oversee the design and execution of early careers programs, including work experience placements, graduate schemes, and working closely with the apprenticeship team to achieve strategic objectives.
  • Lead a team of Learning SMEs, ensuring resources are aligned to areas of strategic need.

Requirements

  • A track record of defining, designing, and delivering in L&D roles at senior management level.
  • Good understanding of Talent Management processes, including succession planning, career development frameworks, and internal mobility strategies.
  • Passion for Diversity and Inclusion, understanding the importance of reflecting this in our learning offer.
  • Commercial awareness, able to build relevant, accessible programs for the business.
  • Innovative and change-driven, with a broad external network and knowledge of best external practices in other leading organizations.
  • An expert relationship builder, able to build credible relationships with all levels of the organization.
  • Strong influencing, networking, and collaboration skills.
  • Strong understanding of Early Careers pathways.
  • Understanding and experience of working in an operational, service-based business, as well as a unionized environment.
  • Proficiency in learning management systems (LMS) and e-learning platforms.
  • Detail-focused and analytical, with strong organizational and prioritization skills.
  • Comfortable operating in a divisional organization and delivering through others as part of a shared vision.
  • A high-performing, target-driven individual who is passionate about delivering an outstanding colleague experience.

Working Environment

OCS Group operates across the UK and Ireland, with a turnover of £1.5bn and 50,000 colleagues delivering innovative award-winning services to the private and public sectors and supporting local communities. The successful candidate will be expected to work flexibly, with core working hours from 09:00 to 17:30, Monday to Friday, and be willing to adapt to the needs of the business and team.
