The Economic Security and Resilience (ES&R) Team within the Economic Growth Unit (EGU) addresses significant and dynamic policy domains. Our focus is on integrating resilience and security considerations into the formulation of economic and growth strategies within HM Treasury.
Key Responsibilities:
- Promote economic prosperity and growth by developing policies that enhance economic security and resilience across Government.
- Foster an environment that empowers businesses and public entities to tackle economic threats to national security and mitigate supply chain risks.
- Utilize comprehensive economic insights to analyze macroeconomic security and resilience trends, creatively influencing policy by addressing fundamental questions at the nexus of prosperity and security:
Critical Questions Include:
- What insights can microeconomic theory provide regarding the balance between efficiency and resilience in UK supply chain policies?
- What are the economic implications of implementing regulations that safeguard national security, and how should we evaluate potential new policy measures?
- Which interventions should the Government prioritize to ensure that vital sectors and firms for the UK's national security have the necessary resources for growth?
Develop a thorough understanding of priority sectors, leveraging this knowledge to support the analytical evaluation of their economic security and resilience ramifications, including:
- Emerging technologies such as AI, Engineering Biology, Future Telecoms, Semiconductors, and Quantum Technologies.
- Essential goods, including healthcare, chemicals, critical minerals, and ICT products.
Enhance the capabilities of HM Treasury and broader government Economic Security teams in fundamental economic principles, ensuring these concepts are effectively applied to achieve policy objectives that align with security and growth.
Oversee a comprehensive analytical work plan for the Economic Security and Resilience team, assisting senior leadership in establishing goals and tracking progress, while collaborating closely with analysts across HM Treasury and the Government to ensure alignment.
Advance the team's utilization of diverse qualitative and quantitative data sources and analytical methodologies, while enhancing team members' proficiency in applying economic principles to policy development.
Work collaboratively as an analytical leader with policy and analytical teams across HM Treasury, the wider government economic security and resilience community, and the UK Intelligence Community (UKIC).
Successful candidates will demonstrate the ability to lead, inspire, and deliver high-quality, innovative analysis to inform policy decisions, coupled with strong communication skills. This includes the capacity to convey complex analyses to non-specialists and utilize economic frameworks to support policy formulation. A proven track record of effective collaboration with policy colleagues and managing external partnerships is essential.
