- A prominent water utility company operating in the Midlands, serving millions of households and businesses with essential freshwater and sewage treatment services.
- This role involves a senior managerial position within the client's Capital Delivery team, focusing on the implementation of substantial upgrades to their wastewater infrastructure. You will provide commercial guidance for multiple projects from inception to completion, ensuring effective delivery within established timelines, budgets, and quality benchmarks as part of a multidisciplinary team.

This entails analyzing, negotiating, and managing contractual or cost-related challenges, while collaborating with the supply chain and engineering teams to identify and drive continuous enhancements in executing the AMP capital program.

Your Key Responsibilities:
- Assessing the commercial viability of proposed work orders in terms of feasibility, value for money, and contractual soundness.
- Formulating and executing sourcing strategies. Evaluating supplier proposals to ensure they provide reliable and effective solutions to business needs.
- Reviewing, testing, and optimizing costs associated with work orders, identifying and implementing improvement opportunities. This includes scrutinizing assumptions in cost estimates, leveraging market insights, and benchmarking capabilities.
- Identifying risks and opportunities to establish effective management strategies for project success.
- Negotiating and finalizing terms of work orders and compensation agreements with contractors.
- Contributing to the development and execution of the capital works sourcing strategy and frameworks.
- Sourcing capital works, goods, and services through supply chain partners.
- Managing contractual and cost-related negotiations.
- Conducting tenders and negotiations.
- Ensuring the achievement of savings targets.
Leadership Opportunities:
- Overseeing Framework Documents, Works Orders, Services Orders, Secondment Agreements, e-Sourcing, and SAP.
- Preparing monthly reports.
- Monitoring savings, financial metrics, and productivity improvements.
- While this role does not involve direct reports, it includes managing supply chain partners, consultants, and internal stakeholders.
Required Experience:
To succeed in this position, candidates should possess:
- Proven experience as a Senior Quantity Surveyor in Civil Engineering & Building Projects (preferably within the water sector).
- A solid background in commercial and engineering roles, along with a relevant professional qualification such as CIPS, RICS, or C Eng.
- Extensive commercial experience in managing contracts and suppliers, ideally with a focus on civil engineering contractors and/or consulting engineers.
- Expertise in supplier management.
- Comprehensive knowledge of contract law, particularly with experience in NEC contract terms.
- A demonstrated ability to evaluate project costs thoroughly and identify efficiencies.
- A successful track record in managing large-scale projects.
- Experience and understanding of procurement processes, including managing tenders and contracts.
- Strong numerical and analytical skills.
- Proficiency in various software applications, including the ability to develop and maintain spreadsheets and databases (e.g., SAP, Access, Excel, Word, PowerPoint, etc.).
- Familiarity with EU Procurement Regulations is a plus.

Essential:
- A degree or equivalent commercial experience.

- Qualified Quantity Surveyor.
- Qualified or pursuing qualifications in RICS/CIPS.
