This is a role for an RICS qualified/part qualified, experienced property professional to support the management of the North region (which includes Mid Wales) Property Infrastructure land and property portfolio, ensuring maximisation of the value and performance of the built property assets in achieving wider property programme objectives.

**Job description**:
This is a role for an RICS qualified/part qualified, experienced property professional to support the management of the North region (which includes Mid Wales) Property Infrastructure land and property portfolio, ensuring maximisation of the value and performance of the built property assets in achieving wider property programme objectives.

To manage advise and provide support on a range of property infrastructure related interventions for the management, disposal/acquisition and development of land and premises. This includes interventions undertaken directly and with other public and private sector partners, ensuring that the value and performance of the Welsh Government’s property assets and occupiers/users are protected and wider policy objectives achieved in a safe and legally compliant manner at all times.

**Person specification**:

- Lead on the negotiation, implementation and management of a range of property management and projects including disposals and undertake commercial property negotiations in accordance with the department’s objectives, governance arrangements and Landlord and Tenant legislation.
- Negotiate and actively resolve legal, financial and state aid issues impacting on projects.
- Encourage and support collaboration in land and property activities across Government and the wider public sector estate. Support wider public sector regarding professional knowledge and expertise.
- Represent the department on internal and external liaison bodies, working groups and partnerships, deputising for the Senior Property Manager where required and to provide specialist property input to multi-disciplinary project teams, providing leadership in cases.
- Directly line manage two Assistant Surveyors, managing caseloads and providing professional support and mentoring to property team members. Conduct performance reviews, appraisals and 1-2-1’s as required.
- To actively support the Facilities Management Contract Manager to manage Vinci to ensure first class service delivery is consistently achieved, using KPIs and in accordance with the contract specification and to ensure that all physical hazards within the portfolio are identified and satisfactorily risk managed and that the portfolio is compliant with Health and Safety regulations at all times
- Procure and manage technical and other property consultants where necessary.
- Prepare accurate and clearly written project reports for consideration and approval by the Property Leadership Team.
- Contribute to the formulation of budgets for capital and revenue expenditure and manage project finance and budgets.
- Optimise all sources of funding particularly service charge calculations and recovery of utilities, implementing timely recharges.
- Evaluate and monitor the performance of properties providing regular progress reports to line managers and others ensuring that any actual or forecast variances in budget or financial targets, outputs or outcomes are identified and accounted for at the earliest opportunity.
- To provide professional support to the Senior Property Manager on casework, appropriate to the grade.
- Prepare and contribute to Government Business and FOI requests in a timely manner and in accordance with relevant policies and guidance.
- To undertake other such duties and responsibilities that are commensurate with the post and salary band.
