Background The Housing, Regeneration and Development Department is led by Executive Director Sarah Cary. This role sits within that department and will report to a Director of Property. The purpose of the role is to be the Council's strategic property developmentlead to deliver mixed use development opportunities both on Council owned land and The Role The role is created by splitting out certain functions managed by the Head of Strategic Property Services.

The existing Head of Strategic Property Services, who also reports to the Director of Development, will continue to manage functions that focus on asset management. The Head of Strategic Property Development will concentrate on strategic property developmentfunctions including the following:

- Leading the redevelopment of two major industrial estates to create modern industrial facilities
- Leading on the negotiation of the redevelopment of two town centre shopping centres
- Leading on the negotiation with a lessee to enable development for a residential led development
- Preparing an overarching property development strategy
- The identification of, and delivery of, a number of development opportunities
- Leading on the acquisition and disposal of land to meet strategic priorities
- Generate capital and revenue returns to the Council in accordance with agreed targets
- Support the Head of Property Services to develop assets to meet corporate requirements such as schools, offices, workspace, community uses
- Working alongside the Director of Housing and Regeneration to identify land suitable for housing development
- Leading on strategic planning discussions to ensure council owned assets achieve the required allocations in the Local Plan and future planning frameworks
- To manage a team of development professionals both internal and external Required Skills and

Experience: A minimum of 15 years relevant experience, a large proportion of which should have been spent working at a senior level. Considerable experience of operating at a senior level in an organisation to develop property assets to meet strategic objectives.Ideally experience of working within both the public and private sector. An understanding of working within a political environment. Strong interpersonal skills: an ability to effectively negotiate with private sector partners, whilst also being able to workwell with politicians and senior management. Experience of putting together deals and different deal/partnerships structures. Qualification/Accreditations: RICSs chartered surveyor Resources The role comes with a small internal team that will need to be grownand developed plus private external consultancy support.
