**Job summary**:
The Homeland Security Group (HSG) unites capabilities and expertise to deliver better outcomes from the UK’s response to the most serious domestic threats - Terrorism, Cyber, State Threats and Economic Crime.
The group will strengthen coordination and collective focus across a range of growing and overlapping threats, whilst remaining consistent with existing strategies. Working with partners, HSG will foster more transparent and sustainable collaboration between national security, law enforcement and other relevant communities to enhance capabilities and leverage our response to threats.
- As a part of the Home Office, the role of the Homeland Security Group is to:
- Support the Home Secretary to develop and implement strategies to keep our people and interests safe and secure
- Build HMG capabilities to reduce national security risk
- Reduce volume of, and harm from, economic crime, particularly for the most vulnerable
- Work in partnership with public and private sectors in the UK and overseas to deliver better outcomes
- Ensure legitimate economic growth and prosperity.
The Joint Extremism Unit (JEXU) is jointly run by HM Prisons and Probation Service (HMPPS), HSG and the Home Office, and is the strategic centre for all counter-terrorism (CT) work with offenders in England and Wales. It has oversight of delivery across the end-to-end offender management process, including probation. The unit drives closer working with strategic policy and law enforcement partners, with HMPPS retaining its responsibility for operational management decisions, and Home Office for counter-terrorism policy across government. The unit encompasses the entire policy making process, from strategy to operational delivery and consists of a mix of policy officials and operational staff across England and Wales.
**Job description**:
This is an exciting opportunity to work at the heart of JEXU as it embarks on a significant and important period of change. The Projects and Programme team takes a programme and project management approach to continually developing, reviewing and improving policy. Projects vary significantly, although they tend to include conducting research, analysis, and evaluation of policy before designing and delivering plans for implementation.
The jobholder must be able to build relationships quickly and collaborate across a wide range of stakeholders. They must also be able to communicate complex information in a clear and concise manner and consider the diverse needs of the audience and stakeholders.
We are recruiting for two Policy and Projects Leads, and as such, you will be required to carry out the following responsibilities, activities and duties:
- Manage policy implementation projects related to the CT Prisons and Probation sector, within the agreed time and quality specifications.
- Scoping high profile projects on a wide variety of long and short-term projects, taking a strategic approach to CT policy across government.
- Develop operational and non-operational policy, often in collaboration with partner agencies on a series of cross-cutting issues - developing written research, analysis, and advice.
- Provide project support to Senior Policy and Projects Leads as well as the Deputy Head of Programme and Projects, identifying threats, opportunities, risks, and mitigating action as well as reporting on progress to senior managers and stakeholders.
- Responsible for drafting submissions and briefings to ministers and senior officials on relevant policy areas.
- Managing relationships with stakeholders across HMG departments, partner agencies and wider civil society (e.g., think tanks). Identifying key stakeholders, supporting engagement by senior officials, and managing flows of information to support effective engagement.
- Providing secretariat with draft responses or contributions to Parliamentary Questions (PQs), Treat Official letters (TOs) and Freedom of Information (FOI) enquiries.
