**JOB PURPOSE**:
The Education Welfare Officer will work within Education Inclusion to deliver a service that enables pupils to receive their entitlement to education.

The role of the Education Welfare Officer is to support families, pupils and schools in addressing all attendance matters, and where necessary, enforcing relevant legislation to ensure that children have the opportunity to meet the Every Child Matters Outcomes.

To be professionally responsible and accountable for assessing educational needs and assisting in the planning and evaluation of the service to meet the government and council targets to reduce absence and increase attendance and achievement in schools.

PERSON SPECIFICATION:
**Knowledge, Skills and Attitudes**

1.1. The ability to communicate orally and in writing in connection with the preparation of reports, weekly plans and daily records; telephone/face-to-face interpersonal skills including tact and understanding.

1.2. The ability to work methodically, prioritising work in order to meet given deadlines.

1.3. Organisational and general administrative skills in connection with programming work and maintaining case files.

1.4. The ability to make use of I.C.T. in the areas of responsibility

1.5. Knowledge and experience and ability to interpret and explain the requirements of relevant statutes.

1.6. Knowledge of court procedures in relation to prosecutions, Penalty Notices, School Attendance Orders and Education Supervisions Orders.

1.7. An understanding of the authority invested in an education welfare officer and how this is applied.

1.8. The ability to record, collate and interpret statistics.

1.9. The aptitude to perform an effective education welfare role by contributing to the establishment of good relationships between pupils, parents and schools.

1.10. Awareness of the needs of children, parents/guardians, schools and the community.

1.11. Knowledge and awareness of child protection issues and the need for the effective delivery of prompt, clear and concise information.

1.12. Knowledge of or willingness to learn how a Children and families Hub works and ability to provide an effective Education Navigator role on a rota basis.

1.13. Knowledge of child employment, children in entertainment, chaperones and children electively home-educated.

**Education / Qualifications**

2.1. Education to GCSE standard or equivalent, including a pass in English Language and mathematics.

2.2. NVQ in Education Welfare, DipSW, CQSW or degree in a related field or an appropriate child or young person qualification.

**Experience**

3.1. Previous experience working in a child-focused organisation.

3.2. Previous experience of working as part of a team.

3.3. Previous experience working in a multi-professional environment.

3.4. Previous experience of practice and procedures relating to the liaison between agencies.

3.5. Previous experience in giving advice and guidance.

3.6. Proven ability to analyse data or procedures, write reports to include both quantitative and qualitative data and make recommendations to improve working practices.

3.7. Understanding of the issues that affect young people to not attend and how this may differ by gender and ethnicity.

3.8. Experience working in a MASH or similar multi-agency team with safeguarding responsibilities and an ability to assess risk.

3.9. Ability to move around the borough and visit schools and families homes.

3.10. And understanding of, and commitment to, the council's policies on equal opportunities, customer care and health and safety.

3.11. The flexibility to attend meetings outside regular office hours when required.

**REQUIREMENTS**:

- Have Education Welfare Experience or Equivalent Experience, - Min 1 Year.
- Maths and English GCSE or Equivalent.
- Enhanced DBS.
- Hybrid - Office, Home and site visits.
