**Job summary**:
The Defence Estate represents approximately 1.8% of the UK landmass and is one of the largest property portfolios in the UK. It is a critical enabler of Defence Capability and outputs. Managing the Defence Infrastructure Enterprise, which comprises airfields, barracks, naval bases, nuclear facilities, training areas, test ranges and housing is a complex business which accounts for approximately 10% of the Defence budget.
As a public asset, our infrastructure must deliver to the needs and objectives of the department and also deliver wider Governmental objectives. These include supporting economic growth, providing environmental stewardship of internationally significant landscapes, and allowing appropriate public use of the estate. Yet, 48% of the estate is over 50 years old. This impacts Defence outputs, capabilities, and our ability to train our people. This also affects recruitment and retention. Consequently, infrastructure is a high-profile area that is often in the news and attracts significant ministerial interest.

Finance and Military Capability (FMC) sits at the heart of all the MOD’s major capability and financial decisions. FMC is jointly headed by the Deputy Chief of Defence Staff (Military Capability) (DCDS MilCap) and the Director General Finance (DG Fin) and is responsible for taking a pan-Departmental view of MOD’s strategic balance of investment decisions. The FMC Infrastructure team provides MOD’s strategic planning, policy and standards and functional assurance function for the Defence Estate. It ensures infrastructure requirements support a coherent, balanced, and affordable Defence Plan in accordance with strategic direction and that the Infrastructure Function operates coherently across Defence.

This is a Fixed-term Appointment. Your responsibilities will be as described in this job advert. This post will therefore begin on your appointment and end 18 months after that date. You should be aware that when your Fixed-term Appointment at MOD comes to an end, arrangements will be made in line with the FTA policy.
If you are a permanent MoD civil servant and are found successful for an advertised Fixed-term Appointment (FTA) you should move into the post under a Temporary Transfer (for up to a maximum of 23 months). At the end of the posting you will return to your previous MoD Business area. If this posting is at a higher grade, your promotion will be temporary, and you will return to your substantive grade at the end of the Temporary Transfer. If you are transferring to MoD from another government department (OGD) you should join the MoD on an inward loan. At the end of the loan you will return to your home (OGD) department. This position is advertised at 37 hours per week.
**Job description**:
You will:
- Set up and manage a landscape review of the current Infrastructure Standards in JSP850 Part 2, to determine areas for improvement - eg breadth of coverage, quality, useability of content, and how they are currently being applied by end users
- Building on the landscape review, develop a Infra Standards Update Programme and secure senior stakeholders. Draft the programme terms of reference, including purpose, principles, scope and required outcomes, high level programme, reporting and deliverables.
- Working across the infra function, build, manage and deliver the update programme and outcomes in accordance with the agreed commission and ToRs
- Working with stakeholders, develop and implement an approach for continual improvement in our standards, exploiting best practice, defining processes and timelines
