The Major Projects Commercial Delivery team is working across England to improve our strategic network and release economic capacity faster than at any other time in the last 50 years. With secure funding for projects in the next 10 years, we are lookingfor passionate team players who can own and deliver successful outcomes with integrity. You will be joining a team of over 500 commercial professionals who are set to change highways construction, influencing the infrastructure market to drive improved productivity,reduce carbon, improve social value, and deliver increased digital capability. We are looking for Senior Commercial Managers to join our team.

What is the role?

A Senior Commercial Manager is responsible for protecting National Highways commercial interests, managing a commercial team to provide commercial management of the client, programme, and project objectives.

As a Senior Commercial Manager you will work closely with major projects and commercial & procurement colleagues to optimise outcomes in supply chain development, procurement, contract administration, cost planning and commercial performance. The abilityto operate collaboratively is essential to demonstrate robust commercial management in scheme delivery.

What you will be doing?
- Contract Management - Lead on the commercial and contract administration.? Using CEMAR - contract management system, protect the commercial interests of National Highways.
- Managing supplier relationships - As the clients commercial representative you must be able to build relationships with suppliers to encourage continual improvement of supply chain performance and establish effective commercial outcomes.
- Commercial management - review cost plans, estimates and valuation of change. Effectively audit costs to ensure National Highways can demonstrate appropriate use of public money.
- Cost Management - Assure earned value, schedule, and cost performance, and advise on key project decisions using this information.
- People management - responsible for managing the project commercial team, overseeing the work of the team as right every time, providing mentoring, training and so that the team meet its objectives.
- Commercial Advice - provide commercial advice across a range of activities including risk, predictability, productivity, efficiencies, contract administration, cost capture, analysis, performance, related intelligence, and opportunities for performanceimprovement.
- Financial Management - manage commercial management service providers undertaking the monthly cost and forecasting assurance process to meet the monthly timetable and prompt payment to suppliers whilst enacting a fair and reasonable check and challengeon supplier cost and variations and ensuring the accuracy of financial accruals.
- Procurement - contribute to any new procurements lead by the Procurement team and undertake contract document review and tender assessments.

To be successful
- Proven ability to engage and integrate with a broad range of people, both with internal and external stakeholder to achieve common goals.
- Experience of managing a functional (such as Commercial, Procurement or Supply Chain-related) or project team, with the capability to assemble, lead and motivate a diverse, inclusive, high performing team.
- Experienced in providing commercial assurance and review within a Defined Cost contract environment, auditing site records and corporate systems to establish costs have been properly incurred,
- Have a solid understanding of cost and value and the ability to analyse supplier and project level commercial data to understand current and out-turn project performance.
- Have significant relevant experience in the commercial management professional in a relevant industry.
- Have or be working towards a professional qualification in areas but not limited to RICS (Royal Institution of Chartered Surveyors), ICE (Institution of Civil Engineers), Charted Institute of Civil Engineering Surveyors (ICES) or equivalent.
- Have knowledge and experience of an industry standard form of tendering and contract management and commercial assurance such as NEC (New Engineering Contract) forms of contract or an equivalent.
