We are looking for a new Team Leader within our Commissioning and Policy Team. Our team leads on the development of Strategy, Community Engagement and Co-design for the Health and Social Care Partnership, as such we are looking for someone who can continue to develop this work for us.
As the team leader responsible for this you will directly manage a team of three Policy Officers and six Community Engagement Officers. You will have responsibility for ensuring that Perth and Kinross HSCP remain strategically contemporary, that any strategies, policies or delivery plans are co-designed with those with lived or living experience. The main areas of strategy that we are responsible for are Learning Disabilities, Autism, Mental Health, Carers, Physical Disability, Older People and Technology Enabled Care. You will represent the HSCP within wider meetings across the council, NHS and externally and ensure a linkage between strategy and our commissioning arrangements. You will work closely with the Team Leader for Contracts, Technology Enabled Care and Learning Development. You will contribute to the development and design of policies to ensure commissioned services’ objectives are aligned to the strategic priorities in a way that is able to meet the needs of a variety of stakeholders, both internally and externally. You will have the skill to develop, motivate, inspire, and manage the performance of your team, undertake supervision through one-to-one support meetings and ensure that the training and developmental needs of the team are met, as appropriate and as planned within the regular one to one meetings.

**Requirements**:
Essential criteria
Sounding understanding of Health and Social Care Strategy and Policy in Scotland; A proven track record of working closely with senior leaders/stakeholders and the ability to get under the skin of policy and delivery challenges and translate that into concrete actions; Highly developed communication, networking and negotiation skills with the personal presence and credibility to secure confidence at senior levels; Experience of working collaboratively with, and delivering through, a diverse group of internal and/or external stakeholders; Demonstrable experience of working across more than one policy area and an ability to innovate and create new solutions to policy challenges; Experience of working in a pressurised environment, involving high levels of personal autonomy and evidence-based decision making; Experience of working on key organisational priorities, and initiating and leading on strategic projects/initiatives designed to deliver on those objectives.
Desirable
Experience of programme or project management; Experience of co-design methodologies; Experience of line managing a well performing team;
Demonstrable experience of conducting reviews/reports/deep dives and developing coherent recommendations and policy solutions.
