**Working hours**:Mondays - Fridays, 8am - 4pm.

The Princess Alexandra Hospital NHS Trust (PAHT) provides a full range of general acute, outpatient and diagnostic services at The Princess Alexandra Hospital in Harlow, the Herts and Essex Hospital in Bishop’s Stortford, and St Margaret’s Hospital in Epping.
**Job Summary**:
As the Strategic Head of Estates, your role is crucial in shaping the future of estate services within the trust. This involves strategically developing high-quality, progressive, and responsive services that fully support the operational needs of service delivery and associated contracts.
**Key areas of responsibilities**:
- **Hospital Energy Centers**: These operate 24/7, generating both electrical power and heat.
- **Estates Compliance and Planned Maintenance**: This includes in-house services and any retained estate provisions.
- **Waste Management and Transport**: Handling waste and maintaining main stores.
- **Hard FM Services**: These are capped at a specific budget.
- **Governance Framework Implementation**: Ensuring compliance with the NHS Premises Assurance Model (PAM), statutory requirements, and risk management/business continuity planning.
- **External Performance Reviews**: Assessments such as ERIC data, PLACE, Lord Carter, and Model Hospital.
**Your duties include**:
- **Strategic Development**: Lead the strategic development of estates services, ensuring they meet internal and external demands. Implement a robust governance framework to ensure safety, efficiency, and effectiveness.
- **Stakeholder Engagement**: Foster strong relationships with key stakeholders, representing safety and quality matters.
- **Portfolio Management**: Oversee a diverse portfolio, including hospital energy centers, compliance, maintenance, waste management, and more.
- **Procurement Specialist**:Ensure best value in procurement. Comply with health and safety guidelines. Evaluate tenders and report on contractors’ returns.
- **Audit Coordinator**:Maintain proper procedures and audit trails. Produce essential contract documentation.
- **Risk Governance Lead**:Implement health and safety policies. Oversee risk assessments and continuity plans. Maintain the risk register. Ensure compliance with regulations.
- **Works Options and Costing**:When evaluating project options, it’s essential to consider costs. Additionally, ensuring compliance with regulations is crucial.
- **Information Availability**:To facilitate smooth operations, make materials, manpower, and data accessible. Furthermore, adhere to building regulations and safety laws.
- **Technical Analysis and Compliance**:Analyse technical information thoroughly. Interpret legislation and guidelines accurately.
- **Strategic Planning and Adaptability**:For long-term projects, effective strategic planning is essential. Be prepared to respond promptly to changes as they arise.
**You’ll have the following qualification/experience**:
- A BSc or BA (as above) with demonstrable extensive senior management experience in a similar organisation or A BSc or BA (as above) with membership of a professional institution such as CIBSE, IEE, IMechE, IHEEM. Etc. or actively progressing registered status and evidence of continuing professional development
- A BSc or BA Degree in Electrical or Mechanical Engineering or a Building discipline and a post-graduation Degree (Masters) in Mechanical Engineering or Construction or equivalent qualification and extensive proven experience Management qualification
- Supplementary qualification in alternative discipline
- Management qualification
- Membership of a professional institution such as RICS, RIBA, CIBSE, CIOB
- Certificated BTEC training achieved in Medical Gas AP
- Extensive experience in operational estate management (multi-disciplinary) at a senior level
- Authorised Person or equivalent for engineering installations or systems
- Energy and utility management
- Experience of implementing quality controls, processes and procedures
- Backlog maintenance assessment
- Management of minor works process
- In depth knowledge of statutory compliance, relevant health and safety and risk management
- Good knowledge of modern building services techniques and standards
- In depth knowledge of maintenance planning and organisation (PPM, reactive, contract, etc.)
- Detailed knowledge of NHS technical documents, British standards, regulations, legislation and codes of practice
- High level of engineering knowledge (electrical & mechanical), techniques, systems and standards
