**The Strategy, Performance & Assurance Team**
- The team contributes to the overall work of the IPA in four areas: Strategy, Policy & Planning team articulates the strategic direction of the IPA as an organisation, develop the annual business plan, organise the quarterly performance reviews of IPA teams, manage the IPA’s Major Projects Portfolio Board (MPPB), manage the GMPP Major Projects Review Group (MPRG) on behalf of HMT, organise the IPA’s input into Treasury led fiscal events and Government publications, and provide policy support across the IPA.
- Project Futures team develops the strategic direction for project and infrastructure delivery taking account of changes in technology, methods of working and market capacity.
- Performance, Benchmarking & Data are the IPA’s lead on data collating and analysing information from across GMPP and more broadly, supporting the work of Project Futures to evidence trends using data and developing the government’s benchmarking platform.
- Assurance & System Learning manage and deliver IPA’s end to end assurance process working closely with Departmental DDs to provide consistently high-quality high impact reviews to inform government decisions on the largest major projects. Data from assurance reviews will be collated in order to generate system learning which, when brought together with sector expertise and performance metrics, will allow measurement of the performance of the project system.

**Job description**:
The Performance, Benchmarking & Data team is responsible for the quality of the IPA’s analysis and data and the insight it provides to senior audiences on the performance of the Government Major Projects Portfolio (GMPP). The team has developed new analytical and visualisation tools to disseminate insights from GMPP data in departments, gaining recognition across Whitehall as a top performing analytical team.

The Performance, Benchmarking and Data team is setting up a benchmarking service in the IPA to provide benchmarking expertise and data across government projects. This role offers an exciting opportunity to lead the benchmarking and estimating activity as provided currently by the IPA, and help shape the future service from within the team and from the outset.

**Person specification**:
**Responsibilities include**:

- Leading the development of IPA’s benchmarking capability and analysis of project infrastructure data, to respond to the growing demand for analysis and insight into project data and to bring a consistent and coherent approach to benchmarking of major projects that the IPA engages with;
- Leading the implementation of the estimation workstream including the training deployment. This is focussed on cost but will also cover carbon and other necessary inputs.
- Establish relations with departments on benchmarking and estimating activities and commence initial project specific benchmarking and cost estimating activities activity.
- Developing key contacts within government, industry and academia, including international contacts if appropriate.
- Supporting and improving data analysis skills and portfolio insight capability in departments by working with programme offices.
- Being flexible to respond to the needs and priorities of the IPA as directed.

**Key Accountabilities**

The role holder is accountable for the following:

- Deliver the IPA’s benchmarking service including the collection of data, including managing the budget and budget approval process and any necessary consultancy support.
- Deliver the cost estimating training workstream including managing the budget and budget approval process and any necessary consultancy support.
- Maintaining a plan with specific milestones for developing IPA’s benchmarking and cost estimation offer over the next two years, maintaining a core offer that is affordable within current budget and add-ons that would require additional funding.
- Bringing together data, existing analytical models and tools from across the IPA to form a coherent view on benchmarking practice and provide advice on best practice.
- Producing insights using this data to respond to government departments’ needs and inform strategic decisions at the centre of government, working with the Cabinet Office functional leads, the Treasury and the Implementation Unit.
