Historic England have a fantastic opportunity for you to join us as our Head of Governance. To provide Historic England with a transparent and accountable governance service that fulfils all statutory and compliance obligations through high standards of probity and ethics while giving the organisation the information it needs to pursue its aims effectively. You will advise and support the Executive Team, the Commission and its committees in their governance of the organisation.
What you will be doing
1. Leading and managing the Governance Team in its provision of comprehensive governance services, including:
a. maintaining a sound and compliant corporate governance structure
b. providing a full secretariat service to various committees, including the administration of approx. 100 meetings and site visits per year
c. other committee services including member recruitment, maintenance of records and registers, and annual assessments
d. seeking continuous improvement in the efficiency and performance of the team and the systems it uses
e. managing the Governance Team and Committee budgets
2. Providing the lead in supporting Commissioners in their full range of duties and activities, including the induction programme.
3. Carrying out the annual and overseeing external consultants to carry out the triannual Board-level effectiveness review and ensuring implementation of recommendations.
4. Coordinating Commission and Committee site visits and corporate stakeholder events.
5. Providing a strategic lead on governance issues across the organisation and ensuring Historic England’s governance arrangements comply with relevant legislation, Government guidance and codes, and internal policies.
6. In conjunction with the Finance Team, producing the Annual Report & Accounts and leading on the production of the Accountability section ensuring the timely laying of the document in Parliament.
7. With the General Counsel & Corporate Secretary and Chair & Chief Executive’s Office, liaising with Historic England’s sponsor department (DCMS) on matters including compliance reporting and other statutory returns as well as leading on public appointments.
8. Maintaining key external and internal relationships including with the Chair, Chief Executive, Commissioners, sub-committee chairs and coordinators, Group Directors, and DCMS colleagues.
9. Working with the Head of Internal Audit to assist them in liaison over the delivery of the internal audit plan
10. Membership of the Governance & Legal Group Leadership Team.
What we are looking for
- Responsibility for governance of a medium to large organisation.
- Significant experience of dealing with senior level boards and external stakeholders.
- Knowledge of best practice in the governance of medium to large organisations in the public sector.
- Membership of (or working towards) the Chartered Governance Institute
- Team management experience
- Excellent interpersonal skills, including patience and tact in how to influence. Able to build credibility quickly and effectively through demonstrating sound knowledge, experience and judgement.
- Excellent at planning work and delivering to time under pressure
