Finance Business Partner

I am working with a Public Sector Organisation based in Bedford who are looking for a Finance Business Partner for 3 Months Initially.

The role is full time, to start ASAP and paying £550 Umbrella per day. The role is in scope of IR35.

Job Purpose
- Deliver high quality financial management services across the Council including financial advice and financial policy development ensuring that resources are effectively deployed to deliver priority services in line with a sustainable business strategy.
- Provide business intelligence and, in collaboration with the service, to ensure effective financial management and sound financial decision making thus ensuring that resources are effectively deployed to deliver priority services in line with a sustainable business strategy. Manage and motivate a team of finance staff in the delivery of financial support services. Lead the financial aspects of the Council's major projects ensuring robust financial appraisals

**Responsibilities**:

- To provide high quality financial management service to Services including as a core service: (i) budget preparation (ii) financial advice (iii) budget monitoring (iv) closure of accounts.
- To manage, direct and coordinate reports and financial information and direct support to Portfolio Holders, Directors, Assistant Chief Executives/Assistant Directors and Heads of Service.
- To provide support and a robust challenge throughout the financial year in relation to Revenue and Capital budget monitoring complying at all times with agreed timetables. Support Budget Managers through direct contact and responding to budget queries arising in a timely manner. Reconcile the service Establishment to that approved as part of the budget process.
- To lead the closure of accounts incorporating the requirements of the Chief Officer for Financial Control at all times complying with agreed timetables. Ensure all Grants, Statistical Returns and other Returns are made to the appropriate standard and within agreed timescales. Ensure at all times that working papers are at an appropriate standard as determined.
- To effectively represent the Assistant Chief Executive/Head of Finance at Committees, meetings, external working groups etc. This will entail working across a broad spectrum of projects and assignments, seeking expertise from within the finance function and incorporating other relevant information from different disciplines across the Council and from third parties
- To review and appraise on the financial implications of new legislation and regulations relating to the service area and to fully respond, as required, to emerging proposals affecting the management and delivery of the service.
- To lead the financial aspects of the Council's major projects within the service area ensuring robust financial appraisals, including policy option reviews and cost/benefit analysis of service related proposals

Qualification and Experience
- Must be CCAB or CIMA Qualified with some post qualification experience in a similar role with a similar level of responsibility
- CPD participation
- Good communication skills (written and oral)
- Have the ability to analyse, interpret and communicate complex financial information
- Be able to prioritise and manage resources in order to meet objectives
- Professional manner consistent with level of responsibility
- Demonstrate a commitment to work with key stakeholders
