**Job summary**:
Would you like to work as part of a strategic and dynamic team on high priority policy issues?

Could you inspire and support different teams to collaborate in order to deliver stretching projects?

If so, we are seeking a Policy Lead to join our team within the Strategy Unit at the heart of Department for Transport (DfT), uniquely positioned to examine skills across all transport modes and we would like you to apply.

**Job description**:
The work of the team spans the department and helps set its future policy agenda to address emerging skills challenges. Our high-performing team builds creative and compelling analysis and brings together strategic thinking to ensure the Department has a continually relevant strategic vision that will frame, guide, and influence its work internally and externally.

This is a key role within Strategy Unit’s Transport Labour Market & Skills (TLMS) team, developing policy and strategies to ensure the transport sector has the skilled people it needs to deliver for the future.

This interesting and rewarding Policy Lead role provides the opportunity to make your mark on a variety of high-profile policy issues as we seek to build a modern transport system that works for people across the country and respond to the challenges and opportunities presented to the transport system - including changing travel patterns, the advent of new technologies, and Government’s priorities around growing the economy and meeting net zero commitments.

You will deliver high quality outputs in a fast-paced, project-based team whilst deploying strategic thinking and engaging with ministers, senior managers and external stakeholders.

**Responsibilities**

Your duties can include, but are not limited to:

- Leading specific projects as tasked by DfT’s Executive Committee (ExCo) and Strategic Committee (StratCo), on a range of high profile and interesting policy areas as part of the Department’s commitment to evidence-based policymaking
- Influencing Ministers, ExCo and other senior managers on cross-cutting and strategic issues, including through insightful papers, high quality briefing, and business case reviews for significant and contentious projects
- Building and maintaining high quality relationships with policy leads and analysts across DfT, Whitehall and externally to share information and ensure we are influencing the right people at the right time
- Ensuring Strategy Unit is outward facing and open to new insights by engaging with key stakeholders and keeping abreast of the wider environment and Government agenda

For more information, please refer to the role profile attached.

**Person specification**:
**About You**

You have excellent interpersonal skills and the ability to communicate complex strategic problems clearly, succinctly and with passion, to a wide range of audiences across the department.

You will have excellent stakeholder engagement skills, building trusted relationships and having the credibility to influence senior leadership. You are comfortable working with high levels of ambiguity in project-based teams where priorities can change rapidly as needs dictate.

You demonstrate an understanding of policy procedures and processes and the capability to work creatively and effectively across the department and organisational boundaries to lead strands of complex projects and project teams.

You display strong leadership skills to inspire and support teams to deliver stretching projects under scrutiny from senior officials within the Department.

**Additional Information**

A minimum of 60% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance.

**Behaviours**:
We'll assess you against these behaviours during the selection process:

- Seeing the Big Picture
- Leadership
- Communicating and Influencing
- Making Effective Decisions

**Technical skills**:
We'll assess you against these technical skills during the selection process:
