This organisation was created by Welsh Government to lead on the digital transformation across Wales, providing digital-first service model for the 21st century.This new organisation builds on the digital architecture and national services currently in place across Wales.
**Your new role**The Senior Business Partner is a senior finance professional within the organisation. They will be responsible for leading and developing the Business Partner Functions of the Trust, including the provision of vital financial management support across a rangeof budgets for which the Trust is responsible for, including the support of the Commissioning arrangements for the Division. The key elements of this post will include the productions of an accurate monthly budget holder and Commissioner reports, annual outturnforecast, ad hoc costing work and supporting and advising budget holders/Commissioners on all financial matters including investigating financial enquiries. The post will be key to integrating the IMTP within financial targets and budgets.
The post holder will also assist the Head of Finance Business Partnering in leading the organisation on all technical aspects of accounting, development of the Business Partner Function, delivery of management accounting services both internally and with Commissioners,and will deputise in their absence.
The post will also be required to provide support to other roles within the Trust wide Finance Team, as necessary.
- Responsible for identifying areas of possible budgetary savings.
- Responsibility for overseeing all complex budget adjustments to the Finance ledger in line with the Financial Plan and providing the Head of Finance Business Partnering with support on monitoring achievement against the Plan.
- Ensure the compliance with the financial systems within the Trust and ensure that financial procedures and Standard Financial Instructions (SFI's) are adhered to.
- Carry out occasional Audits of compliance with financial procedures.
- Oversee the monitoring of Salary Costs, Overtime, On-Call costs on a monthly basis.
- Provide and review the control and integrity of the Trust's budgetary management system.
- Ensures the co-ordination of the month end checklist process to ensure all tasks are actioned, completed and collated, to control the integrity of the Trust's financial position.
- Oversees and provides complex financial information, analysis and costing as required Ensures accurate records of monthly expenditure for budget holders and Commissioners, and presentation of the data in an agreed standard way to meet users' requirements.
- Ensures calculation of monthly accruals, requiring a high level of analytical skill.
- Provide information to project managers, budget holders and other work colleagues as required, responding to various routine and ad hoc queries from customers/staff.
- Assists with the development and improvement of existing systems and to assist in the implementation of any new systems.
- Represents the Head of Management Accounting in their absence at the Senior Management Team meetings, Commissioner meetings, Finance & workforce Meetings & Senior Finance Forums at Trust Head Quarters, and present financial reports as necessary.
- Provide highly complex budgetary information at high level meetings.
- Communicating high level reports and discussing solutions in complex situations.
- Required to negotiate / persuade on contentious situations, while also dealing with highly sensitive financial information. Communicates Complex Information effectively with all members of the Team, with designated Budget Holders, Commissioners, colleaguesfrom Trust departments, Trust Directors of Finance and outside organisations.
- Responsible for identifying areas of possible budgetary savings.

**What you'll need to succeed**
- Fully Qualified Accountant CCAB or Be able to demonstrate extensive experience in a similar role (qualified by experience)
- Previous Financial Management experience
- Ability to carry out advances spreadsheet modelling / forecasting
- Ability to co-ordinate and motivate team members and make effective use of available resources to analyse problems and evaluate solutions.
- Methodical and well organised.
