We’re looking for a Portfolio Management Officer to join Norfolk County Council’s to work with the Head of Portfolio to manage our portfolio of programmes and projects across the council. You will take responsibility for running our portfolio office. This is an influential role that underpins our transformation agenda. You will be part of a council wide team ensuring we deliver positive outcomes and benefits for the people who use our services and the residents of Norfolk. We’re looking for someone, who is great at working with people and comfortable with data, able to draw out insights.

There is a growing demand across the Council for specialist skills that can support innovation, business change and improvement. This key role sits within the council’s Strategy, Design and Delivery Directorate, which is responsible for our strategy, performance reporting and working collaboratively with colleagues to support the design and delivery of people-centred public services. It’s a team that has a broad remit and involvement across the organisation, and one that will have a big impact on ensuring positive outcomes for the people of Norfolk.

You will run the portfolio office for the council, providing oversight of the Council’s transformation, change, innovation and infrastructure programmes and projects. You will work with the Head of Portfolio and a team of portfolio leads across each of the Council’s departments, meeting regularly to discuss current priorities, blocks and barriers, celebrate successes and horizon scan for new policies or issues that may impact on departmental priorities. You’ll be an excellent communicator with experience of engaging staff at different levels, a great team player and be confident to work on your own initiative.

To be considered for this role you’ll need experience in a portfolio, programme and/or project environment, ideally in a large, complex environment. You’ll have good analytical skills with the ability to assimilate information into reports and dashboards.
