Your new role

National Highways have an exciting new opportunity for a Senior Project Manager to join the Major Projects Directorate. In your new role you will be responsible to Lead the planning and delivery of a group of projects or a single large, complex project,managing the performance of project teams, external contractors and consultants and ensuring adherence to effective governance, quality assurance, health and safety, technical and specialist standards across the supply chain and National Highways, to ensuresuccessful delivery of agreed project outcomes and acting in line with mandatory and delegated responsibilities.

This role can be based at our Manchester / Leeds Office, although we can be flexible to allow working from other locations.

What you’ll be leading on

Develop and maintain strong collaborative relationships with the Programme Manager, Project Board and other key internal and external stakeholders, to ensure full mutual understanding of the project's strategic and delivery objectives, to report on and reviewproject performance, and to agree on solutions that resolve complex issues.
Ensure full compliance with National Highways Portfolio, Programme and Project Management System, clarifying roles and responsibilities within the project delivery team, creating high-quality baseline management products, producing timely and accurate reports,and creating and maintaining specified records.
Lead the design of, agree and implement project plans, to ensure that all activities are appropriately organised to deliver project objectives, are appropriately resourced to deliver the required outcomes, and comply with National Highways Portfolio,
Programme and Project Management System and locally defined procedures.
Lead the feasibility, design, and assessment work for proposed projects (including traffic modelling, environmental impact studies etc.) to inform the development of business cases and investment proposals (applicable to pre-construction).
Contribute to the development of robust business cases, clarify business benefits, quantify resource requirements and identify project interdependencies.
Commission and manage the performance of delivery partners and expert consultancy support as appropriate, ensuring that project objectives and requirements are clearly understood, setting clear expectations for health and safety management, time, and cost;and taking appropriate remedial action where necessary.
Lead the identification and evaluation of risks, issues, dependencies and constraints associated with the projects, escalating where appropriate. Where necessary, develop, agree, and implement solutions to overcome these.
Manage, lead and motivate the team of Project Managers and Assistant Project Managers, to ensure effective performance is delivered and to support their personal development.
Promote continuous improvement and innovation across the project and programme team to ensure that work is conducted in a manner that takes into consideration wider stakeholders, political nuance and the long-term strategic aims of National Highways.
Plan and manage own Continued Professional Development to ensure continuing development of Project Management skills and awareness and understanding of industry best practices.
To be successful you’ll need

Good understanding of National Highways business and organisation.
Track record of managing teams to the successful development of complex, medium/high-risk projects or high-profile projects.
Track record of managing complex relationships with multiple stakeholders and evidence of skills to influence relationships for positive outcomes.
Track record of managing business and/or value management cases for new projects through company-defined governance, review and approval gates.
Track record of managing and maintaining agreed project plans and detailed stage plans in conjunction with delivery partners.
Track record experience in managing the development of project plans and detailed stage plans in conjunction with delivery partners.
Strong evidence of commercial skills with proven ability to negotiate and manage contracts to deliver outcomes and drive value for money.
Track record as a mentor and coach to develop project management talent, skills and competence within a complex project environment.
Is a practising or willing to become an accredited low/medium risk Infrastructure Projects Authority (Office of Government Commerce) Gateway reviewer to support delivery assurance.
Holds or is able to attain a certified accreditation project or programme management qualification at least at International Project Management Association Level C: e.g: Association of Project Managers’ Practitioner Qualification or Association of Project ManagersProject Professional Qualification, Managing Successful Programmes Advanced Practitioner, or provide evidence through formal capability assessment to achieve International Project Management Association level C.
Professional accreditation: Full Member of the Association of Project Managers or appropriate professional body for their specialist field or a willingness and commitment to attain.
Track record of leadership on safety standards and their implementation within multiple teams reporting structures within a complex project environment.
