Elexon Limited is a non-profit organisation that is vital to the smooth operation of the wholesale electricity market. We administer the electricity balancing and settlement arrangements for Great Britain, affecting all the companies that generate and supply the electricity and the 28 million customers that use it. This involves taking 1.25 million meter readings daily and handling our customers' funds yearly. The rules are set out in the Balancing and Settlement Code, and we administer the Code and provide and procure the services needed to implement it.

**The Team**
The Rules Management team within Elexon's Customer Operations division supports the development and implementation of changes to the Balancing and Settlement Code (BSC) for the benefit of the wholesale electricity market. The team engages with senior Elexon colleagues and external stakeholders to deliver high-quality outputs and strengthen Elexon's reputation. The team is divided into two subteams: BSC Change, which manages multidisciplinary teams to develop solutions for complex problems, and BSC Administration, which manages controlled documents and supports industry committees overseeing Elexon's work.
We have digitised our documents, which use to be available as PDFs on the BSC Website, but are now available via the ‘Digital Code’. In order to realise the Rules Management Product vision, we also intend to digitise our change management and committee support artefacts and processes to create a suite of Rules Management digital offerings for the benefit of our customers. We are digitising Rules Management using Agile methodologies and procured third party expertise. We are using no-code tools to automate processes where possible. This role will work across the Rules Management team to improve processes, automate and digitise, so far as is possible. A key part of this role will be supporting the business plan and strategy.

**Key Responsibilities Skills**
- Maximising the value of the product resulting from the work of the team - empowered to make decisions on behalf of Elexon, working with Scrum Team to define and accept Features and User Stories, deciding whether they have met associated Acceptance Criteria and Definition of Done
- Managing the Rules Management backlog, including developing and communicating the sprint goals, creating and clearly communicating product backlog items, ordering product backlog items and ensuring that the product backlog is transparent, visible and understood.
- Work with the Scrum Teams, Head of Rules Management (Product Manager), and other Product leads, to maintain the Rules Management Product roadmap and plans, based on clear assumptions and available information, estimating timescales, sequencing and dependencies.
- Fulfil the role of Product Owner on Agile deliveries by agreeing with Head of Rules Product Goals, attending Scrum Events, as necessary.
- Responsible for the delivery of high-quality detailed analysis to create effective requirements, features and user stories, including supporting procurement activities, as needed.
- Digital Code Product Owner - leading on development and support and maintenance
- Communicate with internal and external stakeholders and customers, as needed. This includes interacting with a wide range of stakeholders in and outside the product team, supporting their understanding of the Product and establishing effective relationships.
- Support Head of Rules Management with any other tasks or activities required, including the delivery of the business pan and strategy.

**Skills / Attributes**:

- Essential:_
- At least one year’s experience of working on Agile Product deliveries, ideally as a Product Owner or in Product Management (digitalisation)
- Leadership skills to motivate Product team to complete on time
- In-depth knowledge of Scrum and Agile Software Development Methodology.
- Knowledge of software development and other web technologies
- Desirable:_
- Knowledge of Azure DevOps, Power Automate and NoSQL an advantage, but not essential.
- Knowledge of Great Britain Code arrangements, including the types of BSC documents.
- Knowledge of Elexon stakeholders and customers.
