**Your new role**
Are you interested in initiating and overseeing the delivery of a portfolio of various projects? In your role as Regional Sponsor you will be accountable for the Benefits and Business case for individual schemes, as well as the portfolio. You would be leading governance and ensuring coordination between corporate and project environments and providing leadership and internal challenge to project delivery performance and progress in the Pipeline programme of projects. As a Regional Sponsor you will be responsible for half of the Pipeline projects and will lead on particular workstreams within the Pipeline to support the Complex Infrastructure Programme (CIP).

In this role you can be based at any of our UK offices, with an understanding that travel to various locations may be required. We are recruiting this Regional Sponsor opportunity on a 12 month Fixed Term Contract basis.

**What you’ll be leading on**
- Own and be accountable for the Project Brief, Client Scheme Requirements, benefits and business cases and Integrated Assurance and Approvals Plan as well as driving the development of our approach to benefits and value applied at individual project and across the Pipeline.
- Development and ownership of project investment papers, presentations and other materials required to ensure effective governance and oversight of the projects, in collaboration with the other Regional Sponsor. This will involve ensuring full compliance with the governance regime for all schemes in your portfolio and ensuring clarity and consensus on the problem statement and goal setting.
- Challenging and supporting programme teams in each of the regional/ portfolio businesses to develop a deliverable operational concept for each project and for ensuring that customer and stakeholder needs are embodied in the delivery approach.
- Collaborate with Subject Matter Advisors in other teams to ensure the technical work on a scheme is appropriate for its scale and context.
- Managing the key regional/portfolio or project interface between Sponsorship and Delivery, including wider Directorates across National Highways and with the DfT and HMT. This includes managing stakeholders such as MPs, government departments, government committees as well as recognised transport bodies.
- Represent the Pipeline in discussions with National Highways colleagues to ensure the lessons learned from sponsorship and delivery of the Pipeline (including the approach to benefits and value) are captured and implemented elsewhere as appropriate.

**To be successful you’ll need**
- A professional accreditation / membership of a relevant body, such as Association for Project Management (APM); Institute of Value Management, or appropriate professional body for their specialist field.
- Proven success in leading Benefits and Value Management, Risk Management, and the development of Business Cases across a portfolio to support the successful delivery of major infrastructure projects.
- Flexibility and innovation to adapt the technical assessment to focus on those aspects that contribute most to the understanding of the scheme, its goals and impacts.
- Experience of managing diverse teams in a complex customer facing organisation to successfully engage with internal and external clients and stakeholders, and develop collaborative relationships with delivery partners.
- The credibility as a senior leader and decision maker, work across corporate and functional boundaries within a political environment and the ability to drive best practice to enable effective implementation, understanding and dealing constructively with setbacks.

**A bit about us**

The Complex Infrastructure Programme (CIP) is responsible for some of the largest and complex ‘Tier 1’ projects of national significance. Our projects are in the Government Major Projects Portfolio due to their level of investment, complexity of stakeholder and political landscape and importance as elements of national infrastructure that will drive economic growth. CIP also oversees and manages the RIS3 Pipeline of projects through the options phase and ensures Ministers and other decision makers have sufficient information about the schemes to regulate which should be progressed to delivery.
