Mockingbird Hub Home Carer - Role description

South Tyneside, in conjunction with The Fostering Network, is delivering the Mockingbird programme which is an innovative method of foster care using the Mockingbird Family Model. This is an extended family model that provides sleepovers and short breaks, peer support, social activities, and regular joint planning and training.

Mockingbird connects a supportive network of 6 - 10 satellite homes and a single Hub Home - we call this a constellation. The Hub Home supports families to build relationships, to support each other and overcome problems before they escalate.

In South Tyneside, our goal is to create Mockingbird constellations where children and young people can enjoy contact with their siblings, as well as a breadth and depth of other relationships. The constellation also builds links with other families important to the children’s care plans, providing them with opportunities to connect, make good choices and thrive.

The Hub Home Carer needs the right knowledge and experience combined with the personal attributes to build strong and collaborative relationships. The Hub Home Carer will support children and young people on their journey to permanence and will have the flexibility and commitment to respond to the unique and changing circumstances of children, young people and carers in the constellation.

This is a role for approved foster carers, who are able to deliver on a flexible basis.

**Creating an extended family**

The Hub Home Carer is the centre of the constellation, and is the glue that makes the community. They offer emotional and practical support as well as organising social events and opportunities.
- Have a good understanding of each child’s care and progress (working closely with the Liaison Worker)
- Support carers and children/young people, including when there is a crisis / threat to the placement
- Organise monthly constellation meetings with carers
- Organise monthly events, meetings, social get-togethers, training and support sessions, and activities for children and young people, to enable the community to develop.
- Offer short notice day care for urgent situations such as
- Emergency medical appointments_
- “Time out” for satellite carers in a short-term crisis_
- Work with the Liaison Worker to support learning and development opportunities for satellite carers and to offer support and guidance to carer households.

**Family time and sleepovers**

The hub home is at its most effective when children and young people see themselves as part of the household rather than as guests. They can then participate in preparing meals or doing some household chores, while being expected to maintain appropriate behaviour and follow house rules. Satellite carers must also feel comfortable in the hub home and should feel a valued member of the constellation community.

The
**Hub Home Carer** will offer
- Planned support care during the day
- Planned sleepovers
- Can offer temporary placement in the event of a breakdown.
- Support and family time and contact for children and young people with siblings, birth family and significant others

**Availability**

The
**Hub Home Carer** should be available to support the Constellation 6 days a week including weekends for Constellation support apart from 1 weekend per month (the non-available day and weekend to be negotiated and planned with the
**Mockingbird Liaison Worke**r).

The
** hub home carer** should be available to offer flexible support and response to the constellation on an extensive basis. Many of the Hub Carer Commitments will be planned, but a flexible response to the needs of the constellation. Other caring commitments will be considered on a case-by-case basis e.g. full time placements, birth children, grandchildren.

The Hub Home must have 2 spare beds available for children/ young people to stay on planned and emergency sleepovers.

**Communication and information sharing**

The
**Hub Home Carer** will be provided with the necessary information about the carers and children within the constellation to be able to provide suitable care. This information should be kept confidential.

The
**Hub Home Carer** should be a strong communicator and able to build and develop meaningful relationships with children and adults. The
**Hub Home Carer** should strive to maintain contact with all
**satellite** carers and be aware of any changes or escalating difficulties, providing advice and support in an encouraging and non-judgmental way.
