**What's involved with this role**:
**Temporary PT Commissioning & Procurement Officer - Trading & Resources**
**Reference no: Newcastle 1004083014042431**
**Pay Rate: £18.82 per hour PAYE **The purpose of the role is to assist Commissioners with the coordination of Commissioning and Procurement activity to help secure social value and where appropriate improve outcomes for Newcastle residents.
**Key Responsibilities**:

- Be the direct link between the Authority and the market to ensure Commissioned goods, works and services are operating to the required quality standards, reporting back any areas of non-compliance.
- Contribute to the development of commissioning plans including, identifying business needs and future trends; analysing historical and forecasting.
- expenditure to scope opportunities and ensure availability of accurate financial baselines; engaging with commissioned providers to monitor and report on quality; clearly identifying projected cashable efficiency savings.
- Contribute to the development of innovative commissioning and procurement approaches that respond to the Council’s policy agenda and priorities whilst ensuring that commercial risks are minimised.
- Ensure that all procurement and contract management activity is undertaken in accordance with agreed corporate procurement process, the Council financial regulations and policy requirements, and other statutory regulations including EU Public Procurement.
- Provide information reports to a range of officer and member led forums to ensure a full understanding of the commissioned programme.
- Contribute to the continuous development and improvement of the Commissioning and Procurement function including coaching and mentoring colleagues as required.
- Contribute to budget monitoring by providing expenditure/income information as required to the relevant Commissioners.
- Develop and maintain good working relationships with a range of internal and external stakeholders, to build consensus around commissioning approaches across the Council.
- Support the Commissioners and where relevant, other Council staff to develop and maintain effective contract management arrangements.
- Ensure that the Council’s Corporate Contract register and electronic procurement systems are accurately maintained and information is recorded on commissioning activity and pricing.
- Promote and implement the Council’s Equality Policy in all aspects of employment and service delivery.

**Qualifications**:

- Working towards a Chartered Institute of Purchasing Supply (CIPS) qualification

**Skills & Experience**:

- Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
- Experience of actively contributing to commissioning and procurement development and implementation work.
- Broad understanding of commissioning practice in the following areas: Trading (which covers such areas as Building Construction, Facilities Management, Landscaping) or Resources (which covers areas such as ICT/Telecoms, Catering, Marketing, Print & Design).
- Extensive Commissioning and/or Procurement experience in relation to one or more of the above areas.
- Able to work positively and cooperatively within a diverse team and build effective working relationships with a range of stakeholders.
- Ability to identify the scope of own role and areas of responsibility and works within this to resolve commissioning and/or procurement issues.
- Ability to manage a varied workload and deal with competing priorities.
- Able to bring a creative and innovative approach to commissioning and procurement activities.
- Experience of working collaboratively to manage risk.
- ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
