**Senior Planning Enforcement Officer**

- Planning system and excellent organisational and time management skills
- A good team player with the ability to deal diplomatically with sensitive situations relating to enforcement matters on complex planning issues
- Excellent written and verbal communication skills.
- A clear understanding of complex planning policy and case law will be required in this role.

**JOB DESCRIPTION**

**POST TITLE**:Senior Planning Officer (Enforcement)

**DEPARTMENT**:Development Management, Economic Growth & Development.

**LOCATION**:Main Offices
- District Council House, Frog Lane, Lichfield.

**RESPONSIBLE TO**:Principal Planning Officer (Team Leader) & Planning Development Manager

**RESPONSIBLE FOR**:No direct line management responsibilities.

**SALARY BAND**:Band I (£32,798-£36,371)

**RESPONSIBILITIES**:

- Deal with complaints and enquiries relating to alleged breaches of planning control, including those related to CIL (Community Infrastructure Levy) and planning obligations. Consultation and negotiations with complainants and contraveners and the formulation of reports and recommendations to the Principal Planning Officer/Team leader & Planning Development Manager on action required.
- Support and provide advice to more junior officers within the DM team on general planning and enforcement matters.
- Liaise with the Council’s legal team and other external legal representatives acting on behalf of the Council, with regard to the preparation of enforcement notices, prosecutions and any other planning enforcement matters.
- Represent the Council in defending enforcement appeals and/or related planning appeals and any court cases, which shall include the preparation of appeal statements and appearance at informal hearings; public inquiries; and prosecutions in Magistrates Court.
- Give advice to applicants, the general public, Members and those involved in breaches or alleged breaches of planning control in relation to planning enforcement matters, including dealing with enquires by phone, written correspondence and face-to-face.
- Liaising with statutory undertakers and other bodies in undertaking role and dealing with planning enforcement maters.
- Meet targets set out within the Councils’ Enforcement Plan. In dealing with any enforcement matters. Also, contribute to any updates required to the Enforcement Plan.
- Attend and present at Council Committees, training and attend other public forums, when required in relation to planning enforcement matters.
- Undertake work in accordance with the adopted Customer Charter for the Development Management team and ensure that good customer care principles are followed.
- Ensure that adopted processes and procedures are followed in undertaking the role and support and/or undertake updates to relevant procedures related to planning enforcement.
- Undertake all necessary training and development appropriate to the role and to ensure that appropriate CPD is undertaken to ensure up to date knowledge and understanding of legislation and case law on all planning enforcement related matters.
- Ensure all information is used within the terms of the Data Protection Act.
- Comply with Health & Safety Legislation at all times.
- Deal with such development management/enforcement matters as required or directed by the Principal Planning Officer (Team Leader), Planning Development Manager
