Project Development Director

Spencer Clarke Group are working alongside a local authority based in Kingston to appoint a talented **Project Development Director** on a contract basis.
As a **Project Development Director**, you will see the project through end-to-end and bring in relevant expertise and capacity throughout the project lifecycle, ensuring the delivery of desired outcomes and objectives, determining the appropriatedelivery mechanism for each element and ensuring suitable partners are in place to drive forwards. They will understand the end-to-end development process and their role as a client, ensure robust project management processes and protocols are in place anddrive collaboration and risk management activity. Cocks Crescent is a significant regeneration site in the New Malden area of Kingston.The area has been earmarked for new development for many years and the Council are committed to getting the site into deliveryand the benefits realised for the community.The community co-design process undertaken in 2019 consulted on the design principles and concluded with the site being most appropriate for mixed use development including the provision of a new leisure facility.The most prominent element of the site along with the new leisure centre,is residential with a projected 300 new homes to be delivered over a phased approach with retail and commercial on the ground level.The provision of a new town square at this feasibilitystage has been created to enable 'activation' of the public realm and give the community an evidenced sense of progress.This Project Director role is to oversee the Cocks Crescent project from feasibility to practical completion as the overall accountableperson for delivering this regeneration project within the Councils Property, Development and Investment function.

Performance
- Works with manager and colleagues to define outcomes, set targets and monitor performance, within a culture of continual improvement

- Uses new technologies, particularly Google, to adopt modern, agile working practices, improve customer service and eliminating paper-based processes wherever possible.
Delivery
- Deliver the 'intelligent client' service for Cocks Crescent, ensuring they meet time, budget and quality requirements of our customers
- Oversee and lead the delivery the project to develop land and property for residential, commercial or leisure purposes, and to meet the Council's corporate and service aims and objectives
- Implement the Council's residential development programme strategy and plan, specific to the project
- Build strong relationships and collaborate within RBK to ensure the project translates into a delivered scheme, agreeing key metrics and success criteria to monitor the project's progress throughout its lifecycle
- Produce or commission a range of complex information, for example feasibility assessments, cost estimation and options appraisals, to support evidence-based decision-making and ensure affordability and project outcomes
- Review business cases and other required reports to support project set up and initiation
- Identify the capacity and capability required to successfully deliver the project, bringing in additional resource as required throughout the project's lifecycle, working with the Procurement and Commercial teams to do so if required
- Lead on partnership working with developers, registered providers and other property professionals specific to the project to ensure swift development of sites, coordinating stakeholders delivering across the project
- Manage and enforce contracts with any external consultants and other partners in the delivery of the project, ensuring the Council is receiving value for money
- Develop and report on a range of suitable performance measures for the project, working with the Project Coordinator to ensure regular reporting and monitoring of progress, risks and benefits
- Represent the Council at public meetings, enquiries and exhibitions to inform or consult with stakeholders regarding the project as appropriate
- Bring in support from experts in the wider Property Service as appropriate, including the CDM Coordinator and Energy Manager
About you:
- Extensive experience and a proven track record of success in managing and delivering large-scale regeneration projects end-to-end
- A strategic leader with the vision and expertise to engage communities and provide confident in the delivery of the project
- Experience commissioning and contracting new partnerships to meet strategic and operational requirements, and collaborating with residents and the wider community to achieve better outcomes
- Knowledge of driving increased sustainability through delivered schemes
- Understanding of local authorities and the services within
