About the Role

Working as part of a multi-disciplinary team, the Delivery Manager will be accountable for the delivery of products and services, and for managingrisk and dependencies between projects and teams. Their focus is the team, protecting them from influences that may hinder delivery, and helping each discipline work together and produce continuous value to our users. Through excellent orchestration of agileand lean practices they will uncover and unblock issues that hinder delivery and deliver activities to maintain team morale. Ensuring each discipline is working towards their own professional standards, they will thus ensure the quality of the product or servicedelivered.
Key Activities
- Takes responsibility for the definition, documentation and safe execution of small, medium and large-scale projects, actively participating in all phases of the project.
- Identifies, assesses and manages risks to the success of the project.
- Effectively estimates costs, timescales and resource requirements for the successful delivery of the project(s) to agreed terms of reference.
- Ensures that realistic project and quality plans are prepared and maintained and tracks all activities against the plan, providing regular and accurate reports to stakeholders, as appropriate.
- Monitors costs, timescales and resources used, and takes action where these deviate from agreed tolerances. Ensures that delivered systems are implemented within these criteria.
- Maintain a clear sense of direction and purpose for the team based upon the project outcomes.
- Manages the change control procedure and ensures that project deliverables are completed within planned cost, timescale and resource budgets, and are signed off. Gains agreement for revisions to the project(s) from project sponsors.
- Provides effective leadership to the project team ensuring that team members are motivated and developing their skills and experience. Takes appropriate action where performance deviates from agreed tolerances. Actively represents the project team, ensuringthat effective relationships are built and maintained with the business.
- Evaluates and makes recommendations/decisions on technical options as appropriate.
- Bringing people and views together to inform decision making
- Team motivation, focus, and empowerment
- Ensure the team is working towards the appropriate service standards
- Communicate, promote, and coach the use of a methodical approach to the team and relevant /interested stakeholders
- Remove blockers or impediments that affect delivery plans
- Point of contact for contracted suppliers
- Manage stakeholder expectations
- Monitor cost and budget of the project

**Skills**:

- The management of projects, typically (but not exclusively) involving the development and implementation of business processes to meet identified business needs, acquiring and utilizing the necessary resources and skills, within agreed parameters of cost,timescales, and quality.

You can use a blended approach depending on the context. You can measure and evaluate outcomes.You know how to help teams to manage and visualize outcomes.
- Change implementation planning and management
- The definition and management of the process for deploying and integrating new capabilities into the business in a way that is sensitive to and fully compatible with business operations.
- You can act as the point of contact for contracted suppliers. You understand appropriate internal contacts and processes within a government department. You know how and when third parties should be brought into digital, data and technology (DDaT) projects.
- You can listen to the needs of technical and business stakeholders and interpret them. You can manage stakeholders' expectations and be flexible. You are capable of proactive and reactive communication. You can facilitate difficult discussions within theteam or with diverse senior stakeholders
- You know how to balance cost versus value. You can consider the impact of user needs. You can report on financial delivery. You can monitor cost and budget; you know how and when to escalate issues.
- You recognise when to move from one stage of a product life cycle to another. You can ensure the team is working towards the appropriate service standards for the relevant phase. You can manage delivery products and services at different phases.
- You can facilitate the delivery flow of a team, managing the pace and tempo. You can actively address internal and external risks, issues and dependencies including where ownership exists outside the team.
- You can identify and challenge organizational processes of increasing complexity and those processes that are unnecessarily complicated.
- You can add value and can coach the organisation to inspect and adapt processes.
- You know how to guide teams through the implementation of a new process
