**SALARY**:£27,344 - £30,151 Full Time Equivalent

**TERM**:Two Year Fixed Term with possibility to extend

The role is eligible to be considered on a job share basis.

**PURPOSE OF ROLE**:
The job purpose is to support the work of the Council’s Environment and Emergency
Committee in meeting the Council’s ambition to be net zero by 2030, by influencing, facilitating, communicating and supporting projects that will result in a lower carbon footprint for St Neots Town Council. To take a lead on developing a Climate Action Plan (CAP) for St Neots Town Council and undertaking projects set out in the Plan. To develop and implement other plans which may fall under the scope of the Council’s environmental ambitions.

**Main Duties & Responsibilities**

1. To lead on the development of the Council’s Climate Action Plan (CAP) which will set out actions the Council will take to meet its ambition of becoming carbon net-zero by 2030.

2. To develop timeframes and actions for the delivery of the CAP and lead on the progression and completion of projects/actions identified within the plan.

3. Development and implementation of other plans within the scope of the Committee.

4. Arrange agendas, attend, and advise meetings of the Council’s Environmental Emergency Committee (Bi-monthly meetings held on a weekday evening)

5. To work flexibly, adapting the project plans as needed based on internal and external factors and changes in both National and Local Government priorities.

6. To provide support to other Council Officers, where the work of that Officer or their department relates to the CAP and other environmental targets.

7. To respond to queries and issues as raised in relation to the environmental projects.

8. To be responsible for associated environmental budgets assigned for the delivery of CAP projects.

9. To co-ordinate and prepare community emergency plans and be involved in their delivery and implementation.

**Implementation of the Climate Action Plan**

10. To work with the Council’s Environment and Emergency Committee to put in place aClimate Action Plan for the Council and to progress actions within that plan ensuring they are in line with relevant budgets and timescales.

11. To monitor and update the CAP, providing the (relevant) Committee with updates and progress.

12. To identify the relevant partners and specialists needed to achieve each of the projects identified in the CAP and ensure that they are actively engaged in their delivery.

13. To provide support to other Council Officers, where the work of that Officer relates to the CAP and other environmental targets.

14. To advise on the conformity or otherwise of any activity - including internal St NeotsTown Council projects and policies - in relation to the CAP.

**Engagement**

15. To lead on communications with the public, explaining and celebrating the Council’s progress, outlining the challenges and encouraging businesses and residents to reduce their own carbon admissions.

16. To be the key and first point of contact for the Council’s environmental and ecological projects, activities and queries.

17. To lead on all relevant St Neots Town Council communications, engaging councillors and staff members as needed to assist in the achievement of the CAP or environmental and emergency matters.

18. To work with the relevant authorities to share best practice and progress any item that relates to the achievement of the CAP or any environmental and emergency matters, acting as a link with other authorities as required to progress and completeTown Council projects.

19. To be an active member of any relevant Working Groups as necessary to achieve the outcomes of the CAP, leading on projects that fall within this remit or that of environment and emergency.

**Resources**

20. Identify potential funding sources and grant bids to support the costs of undertaking projects and actions set out in the CAP.

21. To bring forward recommendations on procuring and co-ordinating external support that may be required to achieve the Council’s objectives.

22. The role will require close working with the Town Clerk, department managers and the Environment and Emergency Committee.

**Other information**

2. Some out of hours (including occasional weekend) and evening work will be required (e.g. Committee Support), with compensation via plain time “Time off in Lieu”.

3. To attend training courses or seminars relevant to the role or needs of the Council as part of an ongoing appraisal system.

4. To work within Health and Safety Legislation in accordance with the Health and Safety at Work Act.
