**DBE Services** is a limited company whose sole objective is to serve schools. It offers a number of services which all types of schools can access, and is always available to offer advice, guidance and support whenever it is required. The company was formed and is wholly owned by Blackburn Diocesan Board of
Education, Carlisle Diocesan Board of Finance, Chester Diocesan Board of
Education, Liverpool Diocesan Board of Finance, Manchester Diocesan Board of
Education and York Diocesan Board of Finance. Together these dioceses have nearly 850 church schools, of which over 400 are Voluntary Aided schools.

DBE Services main focus is in providing building consultancy (capital projects, facilities management and decarbonising buildings) and school improvement educational services.

**Job Purpose**

**DBE Services** has been appointed as the Church of England’s Central Coordinator for the Creation of a National Framework for Net Zero Carbon Schools. Over the next three years we aim to work with and through Diocesan Boards of Education to help serve, support and inspire every Church of England school in their energy and decarbonisation journey and work closely with all stakeholders to deliver fabric improvements and decarbonised heating sources wherever possible. This is part of the move to make the Church of England Net Zero Carbon by 2030.

This programme of work will involve sustained partnership working with Boards of
Education, funding bodies, government departments, energy and building consultants, schools and Multi Academy Trusts. A robust governance structure will be established with reporting into the Church of England’s Net Zero Carbon
Programme Board (NZCPB).

In order to delivery this work DBE Services is looking to enhance its team by employing two new roles: a Decarbonisation Lead and a Decarbonisation Assistant.
Both roles would report to DBE Services Head of Buildings and CEO who have overall responsibility and accountability for delivering this commission.

The roles would help lead and provide administration for the following:

- The aim is to create a coherent national framework for the delivery of net zero carbon schools; this will need to include setting up and running an evidence led programme of support within a structured regional model, which will be consultant led. This will be delivered through a robust governance structure.

The programme will be designed to maximise funding opportunities to support decarbonisation, whilst offering advice, support and guidance on how best to move each school forward towards the decarbonisation goal.
- The programme will provide central oversight and inform national reporting and debate. This will enable better lobbying and leverage with government and funding agencies. The supplier is expected to lead the programme,

deliver stakeholder engagement and to keep within tight and agreed financial and funding parameters, and report regularly through the National Society.
- Part of the approach is to develop an outline programme of Heat

Decarbonisation Plans (HDPs) including further technical analysis to drive a competitive national consortium bid for funding through Salix / PSDS, across the high priority sites (funding dependent). The data collected will need to be analysed in order to provide comprehensive, evidence led, and costed reports to the NZCPB.
- The programme will be supported by a regional consultancy approach aimed at supporting all Boards of Education. These regional consultants will assist in bringing technical expertise, provide capacity, support the sharing of good practice and create an ability to work at scale and establish a competitive response to future funding rounds. It will be important to coordinate regional consultants so that lessons can be shared and support best given to Boards of Education.
- There will be a strong need for effective stakeholder engagement both within the church but also with government, funding and other appropriate agencies.

The supplier will work with the National Society to ensure that Boards ofEducation and all schools feel part of this journey, that they know what the next steps are, the timings and outcomes and feel supported on an ongoing basis as part of the wider National Society framework.

Buildings and CEO in driving forward this area of work, and to work with consultants, dioceses and national partners in ensuring we continue to deliver an excellent service.**Base of work**:
