Overview:
Workplace Division supports the Scottish Government in delivering its priorities by providing a range of essential services - including workplaces, transport and security. We are a large division, with around 200 staff members working in seven locations. There are five Management Units in the Division - Facilities Services, Projects Unit, Security and Business Continuity, Estate Strategy and Planning and Business Finance and Governance.

As part of Facilities Services, the Occupational Health and Safety Branch provides corporate health, safety and wellbeing advice across all core Scottish Government Directorates The Branch’s remit is wide and diverse, requiring supportive behaviours across different areas of work, it broadly falls into these main areas, but not limited to:

- Provision of competent, relevant and professional Health and Safety advice to staff and managers
- Developing relevant Health and Safety procedures in line with current legislation and best practice
- Developing and providing relevant Health and Safety training for staff
- Advising and assisting in risk management, development of risk assessments and advice on suitable controls, particularly in higher risk working environments
- Investigation of all near misses, accidents and incidents
- Provision of specialist ergonomic assessments and equipment
- Ensuring compliance with legal and organisational standards in the areas of fire safety and building related Health and Safety
- Member of appropriate Health & Safety Committee, supporting the chair to resolve issues arising from them
- Work with wider Workplace Division colleagues to monitor and ensure all unresolved building related risks are escalated appropriately

The post holder will be required to be flexible to respond to priority areas of business need.

**Impact**

The Senior Health and Safety Advisor supports Scottish Government’s compliance with legislation and promotes a positive safety culture. The Senior Advisor leads policy development and programmes to support Scottish Government legislative compliance. The Senior Advisor is the point of escalation for providing advice and guidance on individual casework but also whole area activities. All actions and record-keeping could be reviewed in criminal or civil courts. Errors by the job holder could lead to breaches in legislation or inability to prove compliance. Errors could be complex to identify and could have long term impact on ministers’ compliance with legislation and on multiple colleagues and programmes.

**Policy and Procedure development**
- Contribute to the development and implementation of SG objectives and action plans to improve the Health and Safety management system across SG.
- Ensure effective policies and procedures are developed and implemented to carry out risk assessments, accident/incident investigations, inspections and audits. Implement and support active and reactive methods of monitoring to improve performance management within SG. This will be done through engagement with colleagues as stakeholders at all levels of the organisation to develop organisation-wide policies and provide support to stakeholders to develop local policies and procedures.
- Support the implementation and delivery of key Health and Safety related projects and initiatives across all areas of SG implementing controls to manage risks including lone working, display screen equipment and fire safety.
- Build relationships and liaise with key stakeholders, ensuring effective communications and management influence at all levels of the organisation.
- Support the development of an inclusive Health and Safety culture across SG that aligns with our culture and values.

**Relevant and professional Health and Safety advice**:

- Provide day to day advice to colleagues at all levels of the organisation based on current knowledge, research and experience either written or orally
- Use professional knowledge to offer consistent advice and to seek assistance when required
- Ensure advice is correctly documented in line with record-keeping guidance.
- Carry out documentation audits to ensure team evidence of actions and compliance are accurate and up to date.
- Provide escalation support and guidance to the team on complex or novel queries and advice
- Manage the day to day operation of the Health and Safety team on behalf of the Head of Health and Safety.
