**This is a primarily working from home based position with occasional office visits.** Reporting to the Transactional Services Manager (Governance and Support), the post holder will be part of the Governance & Support team responsible for ensuring the effective operational delivery and development of the Unit4 system on behalf of Cheshire East and Cheshire West and Chester authorities. The post holder will lead on system change and development work as well as acting as an escalation point for system defects and service requests with the 3rd party support contract.
**Key Responsibilities**:

- Reporting to the Transactional Services Manager (Governance and Support) the post holder will lead on identifying developments (including report needs), implementing changes to the Unit4 and FP&A systems that support business improvements, reflect best practice and fully utilises Unit4 and FP&A system capabilities, providing feedback to requests alongside agreeing priorities for delivery.
- The post holder will be responsible, working with all users, managing, maintaining and delivering the business development roadmap (including upgrades), leading on system change and design work, patching and UAT management and coordination, undertaking business analysis to identify user requirements and produce specification documentation (including any reporting), ensuring that requirement statements are complete, consistent, concise and verifiable.
- Working with the Transactional Services Manager (Governance and Support) and liaising with other lead officers and ICT the post holder is responsible for leading, defining and agreeing project scope, working to defined project methodology and controls, ensuring developments drive efficiency and automation whilst collectively co-ordinating the implementation of selected processes, delivering outputs within agreed timescales, attaining the correct approvals through governance and identify training requirements and providing business and process knowledge to create relevant training resource.
- Taking the lead in implementation, testing and documentation of changes, system enhancements and developments of UNIT4 the post holder will ensure they are fit for purpose, tested appropriately, liaise with process owners, draft guidance/support notes, before deployment to the live environment.
- Supporting the Governance and Support Lead (Technical and Functional), as required by the Transactional Services Manager (Governance & Support), the post holder will be, collectively, responsible for the successful delivery of upgrades, patching, year-end processes and associated UAT to ensure the systems are maintained efficiently, tested appropriately, documented accordingly and ready for deployment to the live environment
- Supporting the Governance and Support Lead (Technical and Functional), as required by the Transactional Services Manager (Governance & Support), the post holder will support the maintenance, development and operation of reports and interfaces and liaison with ICT colleagues, deliver hierarchy and position management, maintain user access roles and user security and upkeep of UNIT4 to ensure that it is fit for purpose
- The post holder will take the lead on producing development communication, updating guidance and support delivery of end user training, maintenance of “Level 0” “self-serve” documentation and will input into the development of the support management software.
- Using the ITIL framework, the post holder will support the management of UNIT4 and FP&A support desk incidents and service requests (ITIL Service Management). Where directed by the Transactional Services Manager (Governance and Support) the post holder will investigate/trouble shoot complex system errors acting as second line support for system admin and functional issues, ensuring management within SLA response times.
- The post holder will provide expertise, including system knowledge, to ensure business processes and procedures are effective and customer focused alongside, where directed by the Transactional Services Manager (Governance and Support), support on low to medium complexity resolution and medium complexity system administration for UNIT4 and FP&A escalating identified defects/incidents (level 3/4) to third party support ensuring resolution is within the SLA.
- The post holder will take an active role in ensuring third party support providers are meeting the needs of the councils by contributing to the delivery of an effective Unit4 support service whilst identifying and taking action to mitigate risks across work streams and projects.
