The Valuation and Estates team provides a Corporate Landlord function on behalf of the County Council across the full life cycle of property activities. Our work covers the management of the Council’s operational property assets and commercial investments. This is a small team that facilitates, advises and delivers a range of activities and projects for the County Council, across professional and transactional services, valuation audit and rating services, whilst working alongside internal professionals and a range of outsourced consultants.

The County Council portfolio comprises schools, libraries, fire stations, highway depots, care homes and over 250,000 sq. ft. of administrative office space and 750 acres of agricultural estate holdings. With nearly 900 property locations, the total asset value is in excess of £1.4 billion.

**About the job**

The role is extremely varied and required to support and assist the professional Estates team in the delivery of a comprehensive and cost effective property management service, implementing the Council’s policies, strategies, and asset management reviews, to assist with the delivery of services - all against a background of maximising efficiencies and generating revenue income from our varied asset base.

The role will include the negotiation of lease and licence agreements, rent reviews, easements and wayleaves, the management of rent accounts and service charges and the disposal of assets surplus to operational requirements.

The work will sometimes involve exposure to unpleasant working conditions, for example, bad weather whilst carrying out site visits. Some ongoing physical effort will be needed in carrying out property inspections, as will the ability to travel independently to visit various sites, attend external and out of hours meetings and work in all locations across the County.

Good communication skills will be necessary in face-to-face meetings with tenants, schools, property owners, external consultants and estate agents, legal colleagues and other Council teams. In addition, the post holder will be required to prepare reports, undertake necessary research and manage contracts.

Whilst working within a team, the role requires initiative to competently organise a varied property case and workload and respond to unanticipated problems and customer enquiries, such as presenting material in a different manner to suit the needs of the customer.

**What you’ll need to succeed**

You’ll be able to demonstrate a political awareness when working with members / senior management. Some knowledge of Local Government and its responsibilities for valuation, cost control or other environmental factors would also be beneficial.

You’ll have sound and accurate IT knowledge, such as Word and Excel (or equivalent packages) and property databases, in order to carry out research, analyse documents and present data.

**Key Skills**:
1. Ability to work with external consultants, contractors and suppliers to achieve successful outcomes for the service and to share best practice, knowledge and learning. Create and maintain effective working relationships.

2. Excellent literary and numeracy skills to prepare reports / briefs and calculations, undertake research and manage contracts.

3. Ability to organise / prioritise work, co-ordinate a variety of tasks in a clear and logical way and meet agreed deadlines which minimises the disruption to the business.

4. Excellent communication and negotiation skills with the ability to influence the actions of others and communicate information which may be complex and contentious. Including the ability to negotiate solutions across wide areas of the business and successfully convince others of the need to take a specific course of action.

5. Sound and accurate IT and keyboard skills in order to analyse and research complex data and produce reports / statements.

**Qualifications and/or experience**:

- Educated to degree level in Property or equivalent qualification or demonstrable equivalent comparable experience.
- Qualified member of the Royal Institution of Chartered Surveyors or currently undertaking APC with a view to qualification. Desirable
- Demonstrate a commitment to undertaking professional development training in line with the requirements of the Royal Institution of Chartered Surveyors (RICS) to maintain MRICS status. Desirable
