Global Head of Markets and Regulatory Operations

The role forms part of Citi ICG Operations leadership team and is responsible for the management and oversight of all the ICG Operations functions supporting Global Markets as well as the Regulatory (Reg) reporting team, performing trade and transaction reporting.

This role is being created as a result of consolidating two existing functions to ensure more end to end business alignment and to drive further automation, control and regulatory compliance.
- Market Operations cover a broad range of products including fixed income and equities, derivatives, commodities, margin and collateral and fx. They support all post trade processing activities supporting the core markets business, including middle office, confirmations, settlements, asset servicing, breaks/ fails management. The team is a total extended workforce of circa 4000 FTE across 60 countries and combined direct expense budget of $320m with oversight of significant change spend of circa $150m annually.
- Reg Ops currently supports approx. 300 trade and transaction reports across the globe, including MIFID II, EMIR, SFTR, CFTC Swap dealer etc, the team is circa 250 FTE equating to approx. $30m spend per annum.

A key emphasis for the role will be to ensure a robust and sustainable control model whilst supporting the transformation of the organization including execution of deliverables as part of Citi’s consent order commitments, readiness for key market changes and delivery of the ICG Ops Blueprint. Under our Ops’ Blueprint we are looking to transform the organization through centralization, automation and process reengineering to deliver scale, reduce risk and provide an enhanced client experience. This will be enabled by close partnership with our business leads, technology colleagues and 2nd/ 3rd line of defense.

Given the emphasis on our transformation agenda the head of market and reg ops transformation will have a joint reporting line into this position and the global head of ICG Ops transformation

**Key components of the role are to**:

- Ensure the effective management and oversight of day-to-day market operations and regulatory reporting submissions
- Assess the global footprint to validate the location strategy considering cost, resiliency of service and delivery against service level objectives
- Develop a methodology and assess the “right size” for each function on an ongoing basis, including an assessment of our capacity, resource utilization and ability to scale
- Continue to build leadership bench, attract diverse talent and develop the skill set of the team
- Manage to overall headcount and cost targets whilst balancing decisions around risk, client experience and cost
- Build benefits cases for investment ask and evidence realization of benefits
- Embed a culture of risk mindset, continuous improvement, and client experience
- Maintain a safe and sound operating environment
- Ensure timely escalation of issues combined with clear articulation of risk and evidence of root cause analysis supported by plans to prevent reoccurrence
- Review and improve the control environment, ensuring a more predictive approach to assessing and mitigating risk
- Partner closely with our operations risk and control team, 2nd and 3rd lines of defense to assess our control environment in the context of risk appetite
- Remediate areas outside of risk appetite with urgency
- Partner with Compliance to ensure compliance with the relevant regulatory policies
- Ensure Data accuracy for all regulatory reports
- Drive the transformation agenda for Market Ops and Regulatory Reporting
- Understand drivers of growth and capacity planning. Identify opportunities for managing growth and optimizing headcount through building scale, delivering productivity gains and optimizing costs
- Own and drive on time and compliant execution of markets ops and reg reporting deliverables aligned with the Consent Order
- Ensure readiness for market and regulatory changes including, T+1 settlement in US markets and changes to requirements for Operations owned regulatory reporting including changes to EMIR reporting, RTS1/ RTS2 updates.
- Partner with the business on front to back alignment with trading business
- Drive centralization and automation of regulatory reports
- Partner with other providers of regulatory reports within ICG Ops to assess opportunities for shared services and consolidation onto a common platform
- Leadership
- Represent Markets and Reg Operations in monthly management business review within ICG ops and with the business stakeholders
- On a periodic basis, meet with regulators to discuss the overall health of Markets Operations and to support the global ICG Ops Head on given topics/ other areas of interest
- Partner with compliance to respond to regulators queries relating to regulatory reporting submissions
- On an as required basis, present to internal senior risk and other governance forums on topics of relevance
