Our client a large brokerage firm are looking for a Product Owner to lead and be accountable for the day-to-day Communication Surveillance & Record Keeping Technology Products. Examples of Products (non-exhaustive) under the remit of the function are; GlobalRelay, TeleMessage, and Teams.

**Division Summary**:
The Technology function is responsible for providing IT solutions to all functions to support key business activities including;
- Provision of technology platforms
- Supporting business change
- Ensuring that staff have efficient tools to assist them in compliant execution of their roles

**Job Duties**:
Global regulators have an increasing expectation that firms have adequate systems and controls to conduct surveillance against, among others, market abuse offences such as Insider Dealing, Market Manipulation and Dissemination. Communication Surveillance andRecord Keeping is at the forefront of internal and external regulatory enquiries. This role is a significant step to expand and improve Communication Surveillance and Record Keeping programme.
The overall Product Owner responsibility will be to own the end-to-end of one or more of the Products; with the ultimate objective of ensuring that business communications can be effectively recorded and monitored for potential market abuse as required by theregulators. More specifically, day-to-day responsibilities include:

- Be the Subject Matter Expert (SME) of the Product.
- Identify and manage Surveillance and Record Keeping Risks within the Product and ensure appropriate mitigation actions are in place.
- Create, operate, and enhance controls designed to mitigate the Risks from materialising into Issues.
- Identify, manage and resolve Surveillance and Record Keeping Issues that arise within the Product.
- Understand, manage and analyse stakeholder Surveillance and Record Keeping requirements and problem statements, working with the relevant delivery teams to build and implement solutions.
- Manage the vendor relationship to ensure accountability is enforced.
- Provide regular KPI reporting to management on the health/status of the Product.
- Ensure end-users, team members, and stakeholders understand how the Product operates, and how it is used. Manage ad-hoc queries from stakeholders.
- Manage the Product JIRA Board, and groom the Product Backlog.
- Contribute to the overall Product Strategy and vision.
- Translate the strategy and vision into tasks and deliverables.

In addition, the Product Owner will also be required to inject their Surveillance and Record Keeping Product expertise into leading and delivering workstreams within existing large scale Epics/Projects such as the Communications Record Keeping Transformation(CRK) Project, the Write Once Read Many (WORM) Project, and the Legacy Data Ingestion (LDI) Project.
**Experience / Competencies**:

- Demonstrated and proven Compliance or Technical product ownership for large complex communication surveillance and record keeping systems e.g. Global Relay, Smarsh, Behavox, Enterprise Vault, Source One, TeleMessage or equivalent.
- Understanding of Compliance and Legal Record Keeping, and communication surveillance requirements and solutions.
- Working knowledge and understanding of Agile framework
- Solid understanding of the full project life cycle
- Understanding of Regulations, and IT infrastructure, theories, principles, and practices.
- Understanding of SYSC, COBS, and MAR.
- Experience with major regulators e.g. FCA, CFTC, SEC, HKMA, etc.
- Experience in Regulatory Change at a major financial services institution.
- Appreciation of the current and future regulatory landscape.
- Excellent communication skills at all levels (both written and verbal) as well as solid presentation skills
- Ability to use own initiative, with strong personal organisation skills to work to tight deadlines
- Excellent skills to facilitate a collaborative working environment and foster a culture of respect and excellence
- Results oriented with personal accountability
