Technical Compliance Officer

**The Role**:
To support the Technical Services Manager to manage all aspects of built environment asbestos-related statutory compliance and manage associated works in accordance with NHS Lanarkshire’s Asbestos Management Plan, policy and procedures to ensure business continuity, efficiency and safety across the estate.
Responsible for providing a specialist project management service with regard to asbestos compliance to the organisation.
Postholder will ensure compliance with relevant legislation, regulations, codes of practice, technical guidance; assist in developing policies in specialist field and thereafter policy implementation.
Postholder will provide asbestos awareness training, as appropriate; may supervise staff as required.

**What we'll need you to bring**:
- The post holder requires being professionally qualified and hold membership of an appropriate professional body (i.e. IHEEM, CIOB, RICS, IET, IOSH.), educated to Degree level in a scientific/environmental/building /project management related discipline with specialist knowledge acquired through courses & experience, or equivalent. Supplemented by specialist knowledge acquired through CPD post-graduate courses/training.
- BOHS Modules P402 and P405 or S301 with surveying experience of a varied building portfolio and equivalent relevant industry experience to conduct role effectively or relevant experience as a duty-holder.
- The post holder shall be required to demonstrate sound knowledge and understanding of Statutory Standards & the management of Health & Safety. (IOSH Managing Safely), property legislation, building/CDM regulations and codes of practice in respect of Asbestos
- Comprehensive understanding of current regulations in relation to Asbestos and associated ACOPs and HSE Guidance.
- Practical experience of legislative compliance issues and procedures relating to asbestos delivering programmes within defined timescales.
- Undertake continued personal and professional development.
- Experience of contract: specification; procurement; evaluation of tenders and management & auditing
- Evidence of progression and development gained through relevant work experience within a similar consultancy or compliance role; to include asbestos management surveys, method statements, risk assessments, analytical project management and report writing.
**It would be great if you also have**:
- NEBOSH National Certificate or equivalent.
- BOHS modules P403 / P404.
- The post holder should be educated to/ working towards/operating at degree level or equivalent in an appropriate discipline: Management/Engineering/Building/Business information technology/Business systems engineering;
- Evidence of experience of asbestos management within buildings from a diverse range of construction eras, designs, environments and operational uses.
- Experience of project managing asbestos related works.
- Proven track record in building services engineering and or estates management.
- Management experience and knowledge of building services engineering, asbestos gained in a complex building maintenance environment.
- Specialist knowledge and experience in an operational management post in healthcare or related commercial environment is required, plus a qualification in operational management, (if not taken as part of the degree) is required to fulfil the duties and responsibilities of the post.
- A good knowledge of current NHS specific legislation is highly desirable with an IOSH qualification.
- Have sound knowledge and experience of CAFM and SAMS systems, the ability to generate and present complex reports.
- Highly organised with the ability to manage a range of complex projects simultaneously.
- Excellent interpersonal skills. Have the initiative to achieve successful outcomes in complex circumstances
- Sound problem and decision-making skills with the ability to investigate, diagnose problems and identify solutions
- Be able to contribute to revisions of comprehensive documentation including policies and procedures.
