**Job summary**:
This role is an opportunity to be part of the Home Office’s Homeland Security Group which unites capabilities and expertise to deliver better outcomes from the UK’s response to the most serious domestic threats - Terrorism, Cyber, State Threats and Economic Crime. The group will strengthen coordination and collective focus across a range of growing and overlapping threats, whilst remaining consistent with existing strategies. Working with partners, HSG will foster more transparent and sustainable collaboration between national security, law enforcement and other relevant communities to enhance capabilities and leverage our response to threats.

As part of the Home Office, the role of the Homeland Security Group is to:

- Support the Home Secretary to develop and implement strategies to keep our people and interests safe and secure
- Build HMG capabilities to reduce national security risk
- Reduce volume of, and harm from, economic crime, particularly for the most vulnerable
- Work in partnership with public and private sectors in the UK and overseas to deliver better outcomes
- Ensure legitimate economic growth and prosperity

Within the Homeland Security Group you will join the executive leadership team of the National Communications Data Service (NCDS), which is responsible for preserving the UK’s communications data capabilities, in a changing technological environment, to prevent and detect crime and terrorism, protect the public and save lives.

**Job description**:
The purpose of the hybrid Project planner / Project Support Officer roles will support delivery of the new TIOMS system, by creating a directive PMO that drives excellence and high standards for work and processes across the TI Services Programme. You will work with the Programme leads and support the delivery of projects designed to deliver operational benefits to local or regional policing, security and intelligence agencies, and other law enforcement agencies.

Projects range from delivering new CD capabilities including technical and business change or delivering changes to existing products and services. All projects include technology, business change and service integration elements.

The role will lead the planning and scheduling function within TISP ensuring that systems are in place to enable effective planning, scheduling and change control. Produce and maintain planning artefacts and tool including end to end plan using MS project, plan on a page and planning standards. Track and report delivery against plans and roadmaps to support effective governance and decision making. This role is critical to ensure projects remain on track, deliver against budget, remain aligned to strategy.

Key Responsibilities:

- Create and maintain robust programme plan using MSP and updating the plan in MSPO.
- Produce milestone delivery report including insightful metrics / visuals to aid discussion and decision making at the board level meetings, project status reporting, and risk and issue management.
- Lead and manage the programme Change Control Process
- Lead and manage Dependency management process including producing and maintaining the programme dependency log and dependency map.
- Work with the workstream leads to understand current processes and to document and prioritise requirements for changes and additions.
- Undertake any other work as directed by your line manager in connection with their job as may be request

**Essential criteria**
- Previous experience in a similar role in Project Management with track record of delivery with the experience or knowledge of the ‘Agile’ and ‘waterfall’ project management framework
- The ability to manage risks and issues combined with analytical skills to identify how one issue or risk can impact on another and put in place the required interventions through support or from own knowledge base
- A methodical approach to work
- Adaptability skills; to be able to respond to change in priorities
- Proficiency in Microsoft software as well as the ability to use project management tools such as Jira, Confluence and MSPO
- To be an effective team-player who supports colleagues to deliver shared objectives
