**An opportunity for an experienced Housing professional with experience within Homelessness Prevention to join a West London Borough Council to Head up Homelessness Prevention.**

Overview
As Head of Homelessness Prevention & Assessment you ensure appropriate strategic governance and operational leadership for the service to meet the current and future business needs of the Council statutory and non-statutory service provision. You will have overall strategic responsibility for the delivery of high quality housing advice and assessments, homelessness and prevention, rough sleeping, link support services, developing corporate policies and strategies for the services whilst ensuring that the organisational goals, corporate vision, and statutory obligations are met at all times.
You will lead a comprehensive prevention, assessment and advice service for all applicants in housing need, ensuring appropriate accommodation is identified together with any relevant support. To comply with the Council’s policies, statutory and legislative duties, and current case law.
You will provide strategic and operational direction for the support of vulnerable clients engaging with the corporate partners and other council departments to deliver an effective service. Leading on strategic analysis and policy for the services, using business intelligence and service transformation to improve, monitor and review the services policies, processes, and procedures.
You will also be responsible for overall budget management for the services using business intelligence, benchmarking data to deliver services which are value for money and completing monthly budget returns and forecasts for the service.
You will develop, monitor and evaluate systems of risk management to deliver safe, effective and efficient housing advice, homeless, rough sleeping commissioning and support services through different customer access channels by face to 2 face reception, telephone, other digital channels and admin function to residents ensuring excellent resident experience and high levels of customer satisfaction for all services provided.
To work closely with the Assistant Director of Housing and Senior Managers, advise and implement strategic policy changes and act as lead officer on relevant legal issues related to the service areas.
To develop and maintain links with external partners and agencies including voluntary organisations and neighbouring Local Authorities - implementing and monitoring the “Duty to Refer.”
DUTIES:

- Responsible for working closely with the Assistant Director, Housing Management to deliver continuous service improvement, transformation and innovation and identification of developmental opportunities.- Good people management and leadership skills who is self-motivated to provide line management and strategic direction to managers directly managed and have responsibility for the services, carrying out annual appraisals, 1:1s, training and development needs and SMART objective setting in line with Corporate and Departmental procedures.- Manage the overall workload, staffing, financial and other resources of the service.- Administer, by authority of the Council through the Scheme of Delegation, all functions, duties and powers under housing legislation and relevant caselaw- Analyse and report on performance in accordance with statutory and non-statutory services KPI’s and LPI’s linked to Service and Departmental Business Plan.- Lead on strategic management of the Council’s Housing Register, developing service models- Lead on needs assessment and complex cases panels, including the risk assessment of ex-offenders for public protection and re-housing under welfare guidelines.- Ensure that residents’ and customers’ confidentiality is maintained at all times and that policies, procedures and guidelines are adhered to and ensure services are administratively sound and comply with GDPR requirements- Manage health and safety of staff and service users- Responsible for continuously monitoring and reviewing service demand, opening times and customer satisfaction levels- Responsible for ensuring that robust monitoring procedures are in place to ensure corporate and legislative standards and timescales for responding to complaints and members enquiries are adhered to at all times.- Responsible for monitoring expenditure with regard to the service’s cost centres and other budgets in line with the Council’s financial procedures and standing orders.- Responsible for developing and maintaining an understanding of the business dynamics and issues facing housing, adult social care and children’s services in order to recommend proactive and appropriate front of house solutions.- Work strategically with the management board and oth
